DESCRIPTION OF SERVICES

The Programmer Analyst 6 position will work as contract resources for the State of Michigan - Department of Technology, Management and Budget (DTMB) supporting the Michigan Department of Health and Human Services (MDHHS). The resource will act in a developer and analyst role for the Michigan Department of Health and Human Services Accounts Receivable and Collections (MDHHS ARC) Project. The resource will work in an agile environment to write and test code to implement the user stories and requirements.

 

Programmer Analyst 6 (.NET C# Developer)

Must Have:

·         5+ years of .NET CORE 3.1 or higher (6.0 preferred) and C# experience.

·         5+ years of experience developing with REST web service interfaces or Web APIs.

·         5+ years of experience with SQL including writing and maintaining complex Select/Insert/Update statements.

·         3+ years of experience with developing code to allow users to upload documents from a website.

·         5+ years of experience with Agile / SCRUM processes and working in Sprint Development team.

·         5+ years of experience working with GIT code repository software.

·         5+ years of experience developing unit and regression tests.

·         HTML5, CSS3, JavaScript, jQuery + 3

·         Financial Domain

Nice to Have:

·         5+ years of experience developing secure websites using industry best practices (such as preventing cross site scripting or SQL injection attacks and coding logging into software functionality).

·         3+ years of experience working with Azure DevOps / TFS using boards and code repository.

·         Familiarity with SendGrid

·         Familiarity with Web Content Accessibility Guidelines (WCAG)

·         Familiarity with identity provider (IdP) integration using OpenID Connect (OIDC) or SAML

DESCRIPTION OF SERVICES

 

The Application Development Associate is responsible for designing, building, testing, and supporting both new and existing software applications including Mobile app for child support. This role plays a key part in developing program modules and providing reliable production support for designated applications or systems. The associate collaborates closely with Application Architects, Business Analysts, and other team members to ensure technical solutions align with business goals and performance standards.


Key Responsibilities:

  • Design, build, and test application programs, including new development and enhancements to existing modules.
  • Maintains Child Support Mobile app which is a COTS product.
  • Provide production support, including issue analysis, bug fixes, testing, and deployment to production environments.
  • Collaborate with Application Architects and Business Analysts to confirm and validate both functional and technical designs.
  • Develop and maintain necessary technical documentation, and participate in design reviews as scheduled.
  • Analyze requirements, code, and test simple to moderately complex program modules, ensuring quality and compliance with design specifications.
  • Apply sound technical, industry, and domain knowledge to all tasks and project work.
  • Contribute to continuous improvement efforts in coding practices, system performance, and team processes.

Required Skills & Technologies:

  • Java – Strong object-oriented programming skills and familiarity with Java-based enterprise application development.
  • Spring Boot – Experience with creating RESTful APIs and using Spring Boot for building scalable and maintainable applications.
  • Angular – Proficient in developing responsive, single-page web applications using Angular.
  • SQL – Ability to write efficient SQL queries for data manipulation and reporting; experience with relational database systems.

Preferred Experience (not required):

  • Familiarity with Agile development methodologies.
  • Exposure to CI/CD tools and version control systems like Git.
  • Understanding of secure coding practices and application performance tuning.
