Position Purpose:

The Tennessee Department is seeking a Digital/Web Accessibility Consultant to create, remediate, test, and maintain accessible electronic documents and forms.

The consultant will work closely with the DCS Policy team to ensure documents meet WCAG 2.1/2.2 Level AA, PDF/UA requirements, DCS document standards, and digital accessibility best practices.

Required Skills & Experience:

  • WCAG 2.1 / 2.2 Level AA requirements
  • PDF/UA, accessible PDF structure and PDF tagging
  • Advanced Microsoft Word accessibility, including Styles, Headings, Lists, Tables, Hyperlinks, Images and Document Properties
  • Adobe Acrobat Pro accessibility remediation
  • Tags, Reading Order, Tables, Links, Figures, Document Properties and Form Fields
  • Creating/remediating accessible fillable PDF forms
  • Logical document structure, heading hierarchy, reading order and navigation
  • Meaningful hyperlink text and appropriate alternative text
  • Decorative image identification
  • Complex table remediation
  • Automated accessibility testing using WebAIM Contrast Checker, WAVE, ANDI, Color Contrast Analyzer and NVDA
  • Manual accessibility testing
  • PAC, Matterhorn Protocol or comparable PDF/UA testing experience is strongly preferred

Key Responsibilities:

  • Review and remediate DCS policy documents, protocols, forms and related documents
  • Create accessible Microsoft Word source documents and convert them to accessible PDFs
  • Remediate existing PDFs to applicable WCAG 2.1/2.2 AA and PDF/UA requirements
  • Create and remediate accessible electronic forms
  • Conduct automated and manual accessibility testing
  • Perform quality-control reviews before publication
  • Assist with accessible Word and form templates
  • Identify recurring accessibility issues and recommend practices to minimize future remediation
