Games not ending / no set wincon? (1 vs 1)

Not sure if this still live but couldn't find anywhere else to submit feedback!

I have a 1 v 1 game where the enemy has no units and the game didn't end.

We also tried capturing all SCs, or even capturing every territory, but years are passing and nothing is happening (and territories are not changing hands since the other player was eliminated).

What is the condition for a game ending? And is there anyway to manually end or leave a game?
