Steam Remote [Extra Quality] Download Keeps Pausing

so i'm downloading witcher 3 for the like 5th time and it keeps pausing, I unpause and it pauses again in like two seconds. I've restarted steam, my computer, i'm going to restart my router later to see if that works. I'm not sure if this is happening for this game only. I'd appreciate a fix for this, thanks.
My game keeps pausing on the menu for Starfield. I am using an xbox controller but even with PC controls I can't play the game without it going to the pause menu? I assumed it was an issue with the escape-key on my keyboard so I unplugged but nothing worked. I went full bluetooth unplugged everything still menu pausing issue. I have a beast of a computer so that's not the issue and even put it on low graphic. I have upgraded drivers, paused firewalls, checked drivers, verified the game, I can't seem to figure out why the game just keeps pausing to the menu?

(Edit: Solved) Just downloaded forza horizon 5 and wanted to play some before work. It keeps pausing as soon as the cutscene of the bronco dropping from the plane ends. Every time I unpause it, it pauses again. Anyone else having this issue or know how to fix it?
So I bought the game on steam yesterday and when I started to play today, it was fine until the gameplay actually began. It kept pausing. I would hit escape and a second later its paused again. I am playing on a win 10 laptop.
I've just switched to Sky Stream - so far so disappointed, think it is going to be sent back.
I have 2 main issues:
1) The sound keeps dropping out - changing the channel and then changing back seems to bring the sound back
2) The stream keeps stopping - this seems to be whenever there is an ad break - I've observed this on multiple channels - particular C4 and Dave. The stream just stops - if you change the channel and the change back it is always then in an ad break. If left the box just gives an error about waiting for the stream to load, then drops back to the menu.
To make things worse if watching something on delay after it drops you return to the program live and the rewind function will not work so you can't resume where you were.
The remote is also a joke - it is laggy, then starts scrolling through stuff and most annoyingly constantly drops connection to the box. I've had Sky Stream less than a week and so far on avaerage I have to re-pair the remote once a day by pressing 1 and 3 on the remote.
I know the answer will likely be - it's your broadband, but I've recently moved away from Sky Broadband to Starlink and we have an average speed of 200Mbps. I've also run speed tests when the puck is being particularly bad, and these report good down and up speeds. Also interesting to note that BBC seems to be fine - I assume Sky have just leveraged the various providers streaming apps - I know from my Smart TV Dave and C4 is rubbish, and consntatly fall over when there is an ad break.
This can't be normal though - It's all well and good when it's a free app on the TV, surely no-one would pay for this though?
