The resolutions issued by the Passenger Agency Conference form the basis of the industry distribution system. A resolution provides terms and conditions that applicants and Accredited Agents must comply with to undertake sales on behalf of IATA member airlines.

The Passenger Services Conference Resolution Manual (PSCRM), formerly called the Passenger Standards Conference Manual (PSCM), includes all resolutions and recommended practices that have been universally agreed upon by airlines to process passengers and baggage for both online and interline carriage.

In addition to the resolutions manual, you are also provided with a convenient toolbox containing several IATA important artefacts that supports the move to Offer and Order Management, you will find important links to our Developer Portal and other resources. These links allow you to gain access to documentation related to the implementation of New Distribution Capabilities and One Order, collectively known as Enhanced and Simplified Distribution (EASD) under the provisions of Resolutions 787 and 797. These are essential documents and artefacts when implementing Offer and Order Management standards as all the technical specifications are included.

The Lufthansa Group airlines Booking Policy has taken into consideration and complies with IATA resolutions; the obligations of the Travel Agency are described in IATA Resolutions 824 and 830a. As mentioned in paragraph 3.2 of IATA Resolution 824, Lufthansa Group airlines can provide Travel Agencies with this Booking Policy, and Travel Agencies are obliged to comply with it. These IATA resolutions are provided at the end of this document.

The Lufthansa Group airlines Ticketing Policy has taken into consideration and complies with IATA resolutions; the obligations of the Travel Agency are described in IATA Resolutions 824, 830a, 850m, 852, 890, 838 and 049x. These IATA resolutions are provided at the end of this document.

In 1947 at a time when many airlines were government-owned and loss-making, IATA operated as a cartel, charged by the governments with setting a constrained fare structure that avoided price competition.[12] The first Traffic Conference was held in 1947 in Rio de Janeiro and reached unanimous agreement on some 400 resolutions.[13][non-primary source needed] IATA Director-General William Hildred recounted that about 200 of the resolutions at the Rio de Janeiro conference were related to establishing a uniform structure for tariffs charged for international air transportation.[14]

From 1956 to 1975, IATA resolutions capped travel agent commissions at 7% of the airline ticket price. Legal scholar Kenneth Elzinga argued that IATA's commission cap harmed consumers by decreasing the incentive for travel agents to offer improved service to consumers.[22]

IATA said the upgraded version features a new user interface; self-service functions to configure data processing, reports and user management; real-time reporting and online dispute resolution; accommodation of bilateral commercial arrangements as well as IATA resolutions requirements; new tax calculation mechanism; risk assessment tool; and new payment options.

"It is a practice which is followed by all airlines world over as per IATA resolutions. All airlines operating in India, including loss-making private ones also offer this facility to their employees," the statement said.

IATA endorsed five resolutions at this year's AGM. It called on governments to implement the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA), and asked them to come up with better measures for airport slot allocation and management.

"The biggest achievement at this year's AGM is that we saw strong support for resolutions that we have put forward, particularly in the environment and passenger experience," said Alexandre de Juniac, director general and CEO of IATA, at a closing press briefing. "All these resolutions are in favor of developing our industry. We're developing industry in a sustainable way."
