There's a project starting with Haburas, a local environmental NGO, on
producing fuel briquettes to support the livelihoods of people in
Timor-Leste. The project sounds like it'll do well. If you or your
organization have waste paper (shredded the better) and would like to
recycle/reuse it, keep reading below.

Friends,
We at The Haburas Foundation are embarking on a novel and exciting
project, turning your waste paper (plus some agro and organic
industrial waste) into an alternative cooking fuel.
This project is designed to help reduce deforestation and generate
employment in Dili, while also training youth groups in production,
business and marketing skills and hence increase their opportunities
to enjoy a productive and fulfilling life.
We need your assistance.
If you work within an office in Dili, use paper, and are willing to
put it into a separate bin, you are key to the success of this
project.
We will provide the large traditional baskets for you to put the paper
in, we will give them to you and pick them up when they are full. All
you have to do is train your throwing arm to hit a different corner of
the office. Easy Peasy.
It would be EVEN better if you could shred the paper too, but that is
up
to you.
