Thiserror code is supposed to mean 'Access Denied', and the solution given everywhere on the net (eg. -failed-with-error-code-0x80070005) is to open a cmd with Administrator rights. However, in my case, the same error occurs even on a cmd opened with admin rights (tested with the answers on -to-detect-if-cmd-is-running-as-administrator-has-elevated-privileges).

To register a DDL file, you can open your File Explorer and locate the DLL file you want to register to right-click on it. Then go to Properties > Details > Path and enter the full path to the DLL file in the text box and click OK.

Thanks Brian, As suggested in prokb link: knowledgebase.progress.com/.../000031023 - I've tried to register prox.dll using regsvr32 but it causes an error and I'm trying to rectify it. The module "prox.dll" was loaded but the call to DLLRegisterServer failed with error code 0x80040200 -

Basically, Error Code 0x8002801C is associated with Windows registry complications which can be experienced in any version of Windows. Apart from slowing down the PC, Error Code 0x8002801C has other bad impacts. One of them is difficulty in OS boot.

Either a damage or missing of some registry file can be one of the main reasons behind the occurrence of error 0x8002821C, or there is some conflict in your computers overall system that prevents the OS from accessing the necessary booting files or loading the files correctly.

After running these procedures, check if the error code has been resolved. Go to Settings > Update & security > Windows Update. Update your Windows operating system. If error code 0x800704c7 reoccurs, you will need to try the next method below.

The ticaldr8.ocx file failed to register with error code 0X80020009, indicating the the module was loaded, but the call to DllRegisterServer failed. The only information about this error according to this Microsoft KB article was this: DllRegisterServer (or DllUnregisterServer)in Dllname failed. Return code was: string

I was just running F1 99 on PC, and whilst the game launches fine (intro video is Indeo 3.2 or something ancient), the track preview videos don't display (as use Indeo 5.1) and the error message that they can't be played is crashing the game (whether using native D3D or dgVoodoo2 DX wrapper). This must be a recent change to Win10, as it was working a few months ago!

Anyway I had the crazy idea to re-author the videos as either ancient Indeo 3.2 or maybe something newer (has to be .avi) but I'm not sure what software to use. Adobe Media Encoder won't load the Indeo 5 videos.

Virtualdub just says: "Couldn't located decompressor for format 'IV50' (Indeo Video 5.x)", requiring a Video for Windows (VFW) compatible codec, and that DirectShow codecs (i.e. used by Windows Media Player) are not suitable.

It seems that ffdshow (32 bit) should be able to decode Indeo 5 (so Virtualdub can use it to reencode the videos). Also, if you are brave enough to use a command line program, ffmpeg can convert IV50 videos. It can read Indeo videos, but I don't know if it can write back to IV32.

Also keep in mind that VLC player can play those videos without codecs or filters... trying to play the videos may not be a good test.
