FreeDV 1.8.0 20220403 build available

Hi all,

I have a new build of 1.8.0 available with the following updates:

1. An experimental change was made to the sliders in the Filter dialog to make them longer and hopefully easier to set to specific values. 

2. Added a squelch tweak to further reduce false audio when multiple RX is enabled.

3. Fixed bug where the equalizer was being executed even if disabled.

4. Fixed bug preventing proper recording of radio audio at the correct sample rate.

5. The expected sample rate for a post-modulation TX pipeline step was updated from the input sound device's to the output device's.
