Station with no DV

I ran into a station today calling CQ  DV but his audio signal was plain SSB phone.  Poor guy said he has been trying for two weeks to figure out why no one was replying to him.  I think his call was W3SB  in Georgia .  I tried to help him but we ran in to QRM .  I told him about this group and he said he was going to sign up.  Perhaps he is pending moderator approval.  He is using a FT-DX10 . He is receiving DV audio , his rig TX's when he hits PTT  but I heard no tones.  He is speaking in to his PC mic . We reviewed his settings and it seemed all OK.  It was difficult to hear his exact advanced audio settings through the QRM .   He has installed and uninstalled things several times.  He checked to make sure his Yaesu is in  DATA-U mode.   Perhaps there is a DATA  MOD SOURCE setting in his DX10 that he needs to check .  My FT-710 uses "auto" for  MODE PSK/DATA MOD SOURCE .  

Hopefully he finds some success .
