Which is why I sent an example through email, an entirely different medium.
No radio, band plans, or segments, just a sound, intended to be heard
with the ears, so, hopefully, no confusion.
I thought about an incentive, like our licensing system, and offering a
a $25 Starbucks gift card to the first one to answer what information
the signal was conveying (not whether it was digital, or voice, that's
the stupidly easy part), but I didn't want to cheapen amateur radio, and
involve money, like our governing bodies, or some of our clubs.

P.S. Just to add confusion to the simplicity, years ago, a buddy and I
used to send voice messages back and forth through email over AX.25.
Voice, or data? Anyone ever question what packet radio is? If it's a
.wav file of human voice, sent as a file over packet, is it voice, or
data? Hmmm.....

Semantic can be quit something to play with. Been doing it for decade as
union leader that did lot of clause negotiation..
When we look at digital voice. the 2 words mean a special thing. First
what is voice?

So now we have an adjective.
An adjective is not a thing , it define something. In our case its
defining the voice.
Replace digital with soft or hard or high and low, we will still be
talking about a voice. So digital does just define the voice, it does
not change what it is. A soft voice is still a voice. A digital voice is
still a voice. If we would been talking about a digital signal. Now it
would be different. A signal is not always a voice. That would change
the debate. But can a voice signal be digital. Yes. But it is still just
that, voice.
In the case of a voice signal we are using voice to define a signal now
the signal is the noun and voice is the adjective? no, it is still a
noun but used as a noun adjunct. But can we use an adjective after a
noun, yes but the adjective would still be a modifier of the noun. And
sometimes we use adjective as a noun. Like : I give to the poor. in that
case the poor is modifying a noun that is not there. What are the poor,
the poor are poor people. or kids, or what ever that was implied.
So we cannot say that the signal we send are not voice and just digital.
The mode we use is a voice mode digitally sent.
