FreeDV v1.8.3 released

Hi all,

FreeDV v1.8.3 has been released. This release contains the following:

1. Build system:
    * Build Git version of Hamlib for Windows builds. (PR #261)
    * Remove build date and time from libsox. (PR #267)
    * Refactor CMakeList.txt using newer project format. (PR #268)
2. Enhancements:
    * Update frequency and mode display every 15 sec. (PR #266)

FYI for those using the Windows installers: there's a packaging bug that causes it to try to create a 1.8.0 folder instead of 1.8.3. The application itself should still show 1.8.3, though, so you can work around it by changing the suggested path in the installer to 1.8.3 instead. This will be fixed in the next release.

This is actually every 5 seconds, it was speeded up for better
responsiveness.

Is it possible to update https://freedv.org website when new updates come out?. I believe that is the first place anyone interested would look for the latest information and the latest download. The latest one listed on that site is 1.7.0.

Good point. I added a couple of lines to the release table there. I
think I have been spoiled by the GitHub Releases page.
