Separate download Hamlib necessary?

To use Hamlib in FreeDV, is it necessary to download a separate Hamlib, or is it included in the download of FreeDV? Although it is not shown in C:\Programs\hamlib.

The hamlib dll is included in the installer, it probably ends up in a
.\bin directory relative to the FreeDV program files root.

Yep, the DLL is in C:\Program Files\FreeDV...\bin.
