DigitalNZ access issues

Kia ora everyone,

We're having intermittent problems with the DigitalNZ system at the moment. So you might find DigitalNZ and the DigitalNZ API is not working quite as you expect.

We're working really hard on sorting out the issues and we'll keep you posted.
