I am not generally one to proselytize political views, but I have enormous
respect for Peter Russell (I worked with him briefly, years ago at
UofToronto) and . . . he was the constitutional expert who the Governor
General consulted when Harper requested his first proroguing of Parliament.

The video is short but Russell clearly states his concerns about the
contempt of Parliament charge and the possibility of a majority Conservative
government . . .
