I've modified my previous framework for digital library assessment, and would like feedback.  I'm trying to get my head around all that should be encompassed in a full, ongoing assessment, and how the parts fit together into something that makes sense.

Please take a look, and tell me what I'm overlooking, and if you think this framework makes sense:

There's an "Other measures and methods" section in 2. Assessing benefits, but I wonder if it would be nice to explicitly mention direct interaction with users. Like a bullet point that encompass things like surveys, focus groups.

Great one page document. 

In the first section, you write about Identifying users.  I assume you are talking about a Digital Library that is already in place.  If one was building a new digital library or rebuilding it, you might be creating user personas, and then doing usability testing with similar types.  Perhaps the two aren't that different in your mind, but I know when we were testing founders.archives.gov, it was important for the web development team to observe different users in different areas to see what they needed.
