If you're asking if APRS Webchat can be an internet client (no radio
involved), yes, you
can edit ~/config/aprsd/aprsd.conf
and enable [kiss_network]
[aprs_network]

# Set enabled to False if there is no internet connectivity.This
is
# useful for a direwolf KISS aprs connection only. (boolean value)
#enabled = true
enabled = true
# APRS Username (string value)
#login = NOCALL
login = KM6LYW
also disable the [kiss_tcp] interface in the same file
