Digg API update for November

Hi, we had a few minor fixes and changes to the API since the start of
November.

- Newsrooms API was announced. see http://developers.digg.com/documentation.
- story.getComments now returns a user dugg/buried flag on comments
response, when the request is authenticated to a user.
- OAuth errors are now more detailed and return information on
signature calculations (most common cause).
- Added several more fixups for query input and story data bad unicode
(UTF-8).
- Server now supports HTTP header continuations.
