Muchos inmigrantes mexicanos no cuentan con documentos de su país

CONTEXTO
NUEVA YORK - Nació en México y vive en Estados Unidos. Pero Laura Rocío Ordóñez oficialmente no existe en ningún país.
No puede abrir una cuenta bancaria, casarse ni estudiar. Es invisible a los ojos de ambos gobiernos.
Ocurre que la mujer, de 40 años, no solo se
encuentra en Estados Unidos ilegalmente, sino que tampoco tiene
documentos mexicanos. Esto la pone en una situación más desventajosa
todavía que la de los extranjeros que viven en el país sin autorización
legal pero sí tienen documentos de su patria de origen.
Bancos como Chase, Citibank o Banco Popular
aceptan matrículas consulares y pasaportes para que inmigrantes sin
papeles puedan abrir cuentas corrientes o de ahorro. Las escuelas
públicas de Nueva York aceptan los mismos documentos para que los
inmigrantes irregulares puedan entrar en sus recintos y participar en
reuniones con los maestros de sus hijos.
Inmigrantes sin papeles que disponen de
ciertos documentos de su país natal pueden obtener un número
identificación fiscal (ITIN, por sus siglas en inglés) que permite pagar
impuestos en Estados Unidos y tener acceso a crédito o hipotecas.
Ninguno de estos recursos está al alcance de
personas como Ordóñez, que ni siquiera pueden afiliarse al Seguro
Popular de salud de México desde Estados Unidos o solicitar becas del
Instituto de los Mexicanos en el Exterior para la educación superior.
Están condenadas a una existencia extremadamente marginal.
"Sientes impotencia, frustración", dijo la inmigrante, bajita y de ojos grandes y negros. "Esto me ha afectado mucho".
"Puedo estudiar inglés aquí, en centros
comunitarios, pero no puedo ni sacarme un título de GED (equivalente al
diploma de la escuela secundaria)", dijo Ordóñez, quien trabaja en una
tienda de comestibles en Brooklyn.
La mexicana no sabe si sus padres no la registraron cuando nació y no se preocupó de solucionar el tema cuando vivía en México.
Organismos oficiales mexicanos dijeron no tener estadísticas acerca de
estos casos.

Desde principios de la década de 1960, y
luego de la llegada de los primeros exiliados cubanos, Puerto Rico se
convirtió en su santuario y retaguardia. Aquí se inscribieron en el
1962, ante el Departamento de Estado, como organizaciones “sin fines de
lucro” las agrupaciones Alpha 66, Comandos L y el JURE, esta última
dirigida por el ingeniero Manolo Ray Rivero, al cual se le otorgó un
trabajo por varios años durante la gobernación de Luis Muñoz Marín. Las
tres organizaciones fueron responsables de innumerables acciones
violentas contra Cuba a lo largo de la década de 1960.
En Puerto Rico se entrenaron, en la isla
de Vieques, los “hombres ranas” que desembarcaron en Playa Girón
aquella madrugada del 16 de abril de 1961. Igualmente, unidades navales
de la Marina de Guerra estadounidense zarparon desde aquí rumbo a Cuba,
como parte del apoyo a la invasión mercenaria de Playa Girón. No es
casual que el jefe de la CIA, Allan Dulles, estuviera reunido ese día en
La Fortaleza con el gobernador Luis Muñoz Marín. El desarrollo de la
invasión lo obligó a abandonar precipitadamente el almuerzo en la
residencia del gobernador. Así lo testifica el entonces secretario de
Estado, y luego gobernador de Puerto Rico (1964-1968), Roberto Sánchez
Vilella. (1)
Hasta 1965 estas organizaciones
recibieron el respaldo político y económico del gobierno puertorriqueño,
al igual que de importantes figuras del mundo empresarial como Luis A.
Ferré, quien llegó a ser gobernador de la isla entre 1968 y 1972. Esto
sin contar las repetidas ocasiones en que dichas organizaciones violaron
algunas leyes sin que las autoridades del país las molestaran o
procesaran (2). Hasta 1965 existió también una estación de la CIA en San
Juan.
A partir de 1965, Puerto Rico, además de
ser refugio de estas organizaciones exiliadas, se convirtió en un campo
de batalla. Ya no se organizarían acciones violentas desde Puerto Rico
contra Cuba, sino que la violencia se empezaría a ejercer dentro del
territorio puertorriqueño. En la madrugada del 9 de octubre de 1965, el
barco mercante de bandera española Satrustegui sería objeto de un
atentado dinamitero, con el propósito de hundirlo en la bahía de San
Juan. En esos momentos la organización MIRR, dirigida por Orlando Bosch
Avila-el mismo que años más tarde sería uno de los autores intelectuales
del criminal derribo de un avión de Cubana de Aviación en octubre de
1976-, desarrollaba una campaña violenta contra todo aquel país que
comerciara con Cuba con artículos básicos como medicinas y alimentos.
Eran momentos en que el bloqueo económico a Cuba se recrudecía por
Estados Unidos y algunos países como México, España e Inglaterra
mantenían comercio con la isla. En ese incidente, y como excepción, fue
arrestado el cubano exiliado José Rodríguez Pérez, quien cumplió una
breve sentencia de cárcel de apenas unos meses.
El 12 de septiembre de 1968, un segundo
barco mercante, el SS Koromoto, con iguales características que el
Satrustegui, era dinamitado por el Cuban Power, organización clandestina dirigida también por Orlando Bosch Avila.
El 9 de enero de 1969 se entrega a Prensa Unida Internacional (UPI) un comunicado de la organización clandestina Cuban Power,
donde se le declaraba la guerra al MPI (Movimiento Pro Independencia),
por sus vínculos con la Revolución cubana. En menos de 24 horas una
potente bomba destruía el carro del dirigente independentista Juan Mari
Bras. (3)
Ese mismo año la organización Cuban Power,
dirigida por Orlando Bosch Avila, continuó atacando barcos mercantes en
las costas de la Florida. Bosch fue arrestado y condenado en 1968 a
varios años de prisión, siendo liberado bajo palabra en 1974.
Era tanto el poder de influencia y
relaciones que tenían dichas organizaciones en Puerto Rico que, cuando
el primer arresto en 1965 de José Rodríguez Pérez, usaron sus
influencias para llegar al entonces gobernador Roberto Sánchez Vilella y
solicitarle que intercediera por el acusado (4). Cuando el arresto en
1968 de Orlando Bosch, desarrollaron una campaña de cartas al presidente
Nixon, solicitando su clemencia. Para lograr esto se acercaron al ex
gobernador Luis Muñoz Marín para que facilitara la entrega de dichas
cartas al entonces presidente Richard Nixon. Documentos desclasificados
indican que Muñoz dio instrucciones a Santiago “Chaguín” Polanco Abreu
para que cumpliera con la petición de los exiliados. (5)
Corría el año de 1972 y en la OEA
(Organización de Estados Americanos) se discutía la posibilidad de
eliminar la prohibición a los países latinoamericanos, para que estos
pudieran reestablecer relaciones diplomáticas con Cuba. Esto provocó la
histeria del exilio y ya para 1974 empezaban a explotar bombas en
representaciones diplomáticas, líneas aéreas y negocios pertenecientes a
los países que decidieron restablecer relaciones diplomáticas y
comerciales con Cuba. Países como Venezuela, Argentina y Perú empezaron a
recibir los ataques terroristas de las organizaciones exiliadas. Puerto
Rico no estuvo al margen de esos actos terroristas porque, a pesar de
que no tenía nada que ver con esa decisión de la OEA, en su territorio
sí había representación de esos países.
El 11 de septiembre de 1973, el general
Augusto Pinochet organizo un golpe de estado contra el legítimo electo
presidente chileno Salvador Allende y en muy breve tiempo dicha
dictadura se convierte en un importante aliado de los exiliados cubanos,
con el beneplácito del gobierno estadounidense y la Agencia Central de
Inteligencia. Orlando Bosch Avila es puesto en libertad bajo palabra y
visita Puerto Rico en marzo del 1974. En esa ocasión fue recibido por el
principal líder exiliado de la época, Enrique Núñez Álvarez, director
del semanario Réplica, versión de Puerto Rico. En su paso por
Puerto Rico estableció contactos, recogió dinero y siguió rumbo a Chile,
Costa Rica y Venezuela, en donde fue finalmente arrestado por su
participación en la conspiración y planificación de la voladura del
avión de Cubana de Aviación en octubre de 1976.
En 1974 se organiza también en la ciudad
de Miami el FLNC (Frente de Liberación Nacional Cubano), organización
clandestina cuyos miembros se nutren de tres organizaciones públicas:
Halcones Dorados, Acción Sindical Independiente (ASI) y la Agrupación
Abdala. En Puerto Rico dicha organización sería responsable de
innumerables actos terroristas durante esos años de 1974 al 1980. El
objetivo principal era impedir, ya no la venta de medicinas y alimentos
como en la década de 1960, sino evitar el comercio entre los primeros
países latinoamericanos que decidían normalizar sus relaciones con Cuba,
además de golpear a todos aquellos que fueran solidarios con Cuba,
entiéndase el movimiento independentista y socialista puertorriqueño. De
acuerdo a documentos desclasificados, entre los miembros fundadores se
encontraban Enrique Núñez Alvarez,del semanario Réplica; Reynol
Rodríguez González, Frank Eulalio Castro Paz, con residencia en
República Dominicana; Luis Alberto Crespo del Valle y Humberto López, en
Miami. Es esta misma organización la que se plantea por idea de Reynol
Rodríguez González, planificar,a partir de noviembre de 1975, la
eliminación física de Juan Mari Bras, dirigente independentista y
socialista de Puerto Rico (6). En 1975, también, se forma un comando
compuesto por Frank Castro Paz, Annie Dewindt, René Fernández del Valle y
su esposa Gloria Cordero Haydon,el americano Jimmy Everett,con el apoyo
de Reynol Rodriguez Gonzalez, para intentar volar un avión cubano en la
isla de Trinidad y Tobago, un año antes de que desde Venezuela se
realizara el mismo objetivo. (7)
En junio de 1976, Orlando Bosch Avila y
Frank Castro Paz, entre otros, fundan en República Dominicana el
C.O.R.U. (Coordinadora de Organizaciones Revolucionarias Unidas). El
C.O.R.U. es una organización terrorista de exiliados cubanos bajo la
cual se agrupan cinco organizaciones exiliadas, entre ellas el FLNC,
dirigidas en Puerto Rico por Reynol Rodríguez González y entre cuyos
miembros, según descubrimos recientemente por documentos desclasificados
del FBI (febrero 29 2012) se encuentra Julio Labatud Escarra,
sospechoso principal en la conspiración para asesinar a Carlos Muñiz
Varela en abril de 1979. El C.O.R.U intentaba fortalecer su campaña
terrorista basada en el concepto de “La Guerra por los Caminos del
Mundo” desarrollada por José Miró Cardona. La estrategia consistía en
golpear todo objetivo cubano y sus aliados en el mundo. La voladura del
avión de Cubana de Aviación fue uno de sus actos terroristas más
destacados. En cuanto a este punto, los miembro del FLNC en Puerto Rico
tenían la misión de ayudar a uno de los complotados, Hernán Ricardo, a
recibrilo en San Juan y darle protección luego de los hechos. Frank
Castro había llegado a San Juan el 3 de octubre desde Venezuela unos
días antes del 6 de octubre para impartir las últimas
instrucciones.Hernan Ricardo hacia gestiones nada menos que con el
representante del FBI (legat) en la embajada norteamericana de Caracas,
Joe Leo,para entrar como periodista por San Juan el 1 de octubre.Al
menos eso era lo que el alegaba.
A finales de 1978 se comenzaba una nueva
relación entre los cubanos residentes fuera de Cuba y el gobierno y
pueblo de Cuba, que permitió la liberación de casi todos los presos que
se encontraban en cárceles cubanas. Igualmente, se abrió la posibilidad
de que los cubanos que vivían fuera de la isla viajaran a Cuba y se
reencontraran con sus familiares. Ahora las organizaciones exiliadas y
sus organizaciones armadas, entraban en una nueva etapa: evitar que los
cubanos exiliados viajaran a Cuba. Ya no sería para impedir que llegaran
barcos de alimentos y medicina, o evitar que países latinoamericanos
decidieran restablecer sus relaciones diplomáticas y comerciales con
Cuba, ahora se enfrentaban a sus aliados naturales, los exiliados
cubanos. En cierta forma, y visto como proceso histórico, era una prueba
de su debilidad política y hegemónica, a pesar de la peligrosidad de
sus actos.
Carlos Muñiz Varela fue instrumental en
llevar a la práctica esos cambios que se desarrollaban entre los cubanos
de adentro y los de afuera, por lo tanto el odio contra él no se hizo
esperar y la primera bomba era colocada en su pequeña oficina de Viajes
Varadero el 4 de enero de 1979.
Las organizaciones exiliadas casi
siempre tuvieron el respaldo de las autoridades puertorriqueñas y
federales tanto en sus acciones legales como ilegales. El FBI se dedicó a
monitorear todas las acciones terroristas de estos grupos pero sin
ningún interés en reprimirlos salvo en contadas ocasiones, como en el
caso del asesinato del ex canciller chileno Orlando Letelier en
Washington. Muchos documentos desclasificados lo demuestran.
El 24 de enero de 1979, el Senado de
Puerto Rico, a petición del senador Nicolás Nogueras, aprobaba una
resolución que se oponía al diálogo iniciado con el gobierno cubano y
los viajes a Cuba. Uno de los Resuélvase leía así: “Rechazar y
repudiar enérgicamente todo tipo de diálogo, componenda o transacción
con el régimen comunista de Fidel Castro” y “Exhortar al exilio cubano a
mantener su unidad en la lucha por la liberación de Cuba y evitar toda
división y conflicto dentro de su liderato y militancia”. La mesa estaba
servida, ya no solo contaban con el apoyo de la División de
Inteligencia de la Policía de Puerto Rico, con el de los elementos
corruptos dentro de la División de Homicidios de Puerto Rico -encabezada
por el coronel Alejo Maldonado Medina- con la tolerancia y complicidad
del FBI, sino que ahora tenían, al igual que en años anteriores, el aval
del estamento político del país a través del propio Senado de Puerto
Rico. El camino estaba abierto para lo que les diera la gana hacer, como
también las posibilidades de encubrir, entorpecer y demorar cualquier
gestión encaminada al esclarecimiento del asesinato de Carlos Muñiz
Varela.
Situaciones desarrolladas en el país a
partir del arresto del Coronel Alejo Maldonado Medina y su grupo de
oficiales corruptos (1982-1985); la investigación llevada a cabo por el
Senado de Puerto Rico en 1984 sobre los asesinatos de los 2 jóvenes
independentistas en el Cerro Maravilla el 25 de julio de 1978, y la
posterior convicción de los agentes de la División de Inteligencia de la
Policía vinculados a dichos crímenes; la investigación llevada a cabo
por la Comisión de Derechos Civiles en cuanto a la persecución a
independentistas o “carpeteo” y el desmantelamiento de la División de
Inteligencia en 1987, abrieron unos espacios en el país que permitieron,
por primera vez, que se iniciara algún tipo de investigación en cuanto
al caso de Carlos Muñiz Varela y Santiago Mari Pesquera. Los exiliados
cubanos empezaron a perder aliados en el país.
Solo el empeño, la tenacidad y la
consistencia de un puñado de hombres y mujeres, más de 200, de lo mejor
del país -puertorriqueños y cubanos- han logrado a lo largo de estos 33
años ir rompiendo el muro del secretismo y lograr que empiece a brotar
la verdad. Las recientes desclasificaciones de documentos de Viajes
Varadero y Carlos Muñiz Varela, más las que vienen en camino, harán
imposible seguir escondiendo la verdad y seguirán restándole excusas al
Estado para no actuar. En eso estamos comprometidas muchas más personas
de las que se imaginan y será al final el mejor homenaje a la memoria no
solo de Carlos Muñiz Varela y Santiago Mari Pesquera, sino de todos
aquellos que fueron víctimas del terror y la violencia.

Según la organización
Primero Colombia, el expresidente colombiano estaría reuniéndose con
representantes de la oposición venezolana, en toda la frontera que
comparten los dos países. Este encuentro ha causado indignación y
controversia en diversos sectores por tratarse de una posible
intromisión en asuntos internos.

Los
pescadores artesanales de nuestro país siguen en “guerra” con el Gobierno de
turno tras la negativa de este último de echar pie atrás al proyecto de ley
conocido como “Ley Longueira”, pese a que los pescadores, a lo largo del país,
han iniciado una cadena de protestas que se venía perfilando desde hace ya varios meses, la que prometen continuar – e incluso
agudizarse – si el Ejecutivo se niega a la demanda del los trabajadores del
rubro en cuestión.
El
polémico proyecto remplazará a la “Ley Corta de Pesca”, vigente desde el 2002,
aprobada por el gobierno de Ricardo Lagos, el cuál – como era de esperarse –
presentó esta ley para beneficiar a las industrias y las grandes empresas que
manejaban el negocio pesquero,
asegurando sus inversiones e insertando el país en las lógicas comerciales
propias del internacionalismo liberal.
Sin
embargo, este proyecto impulsado por la Concertación habría fracasado. La Ley
Corta otorgó durante diez años el uso en exclusividad de porcentajes de las
pesquerías, favoreciendo a las empresas –
quedándose con el 90 % de las cuotas
globales o incluso ascendió al 95% – pero sin resguardar la sobre
explotación de la fauna marina. Por lo mismo, la pesca industrial ha disminuido
su extracción, ante lo cual ha aumentado la participación de la pesca
artesanal, supliendo este espacio entregado por las grandes empresas.
El
punto más cuestionado de la norma es el que define que los límites máximos de
captura (LMC) podrán reemplazarse por licencias transables de pesca (LTP), de
duración indefinida y de carácter transferible. “Este es un intento de
expropiación de recursos que son bienes nacionales para entregárselos de manera
gratuita y a perpetuidad a siete familias que controlan casi el 90% de las
cuotas globales de pesca industrial”, criticó el líder de Ecoocéanos.
El
Ejecutivo, por su parte, replica que los trabajadores artesanales aumentarán
sus cuotas y que podrán aunar el 55% de los desembarques, frente al 45% que
poseería el sector industrial
Por
otro lado, los pescadores piden que se aumenten las millas de protección para la
pesca artesanal y que el Consejo Nacional de Pesca siga responsabilizándose de
fijar las cuotas en cada pesquería, oponiéndose a la iniciativa gubernamental
que pondría a un “comité científico” a cargo de esta función.
Ante
este escenario de contradicciones entre los trabajadores y la clase política,
la lucha se ha ido intensificando, con bloqueos portuarios, paros, barricadas
y, recientemente, una huelga de hambre iniciada en la región de Aysén. Todas
estas formas de lucha, según han prometido los dirigentes de los trabajadores
afectados, no se detendrán hasta que se frene esa polémica de ley, calificada
de nefasta para la pesca artesanal.

Virginia/AP - El presidente Barack Obama volvió a arremeter contra los
antecedentes de Mitt Romney en una firma de inversiones con un mensaje
proselitista difundido ayer para mantener a su rival republicano a la
defensiva.
Mientras tanto, el equipo de campaña de
Romney esperaba aprovechar los informes sobre el endeble estado de la
economía del país para confrontar al mandatario que busca la reelección.
Romney ya le exigió al presidente que se
disculpe por los ataques, a lo que Obama respondió con un mensaje en que
afirma que la compañía de inversiones envió empleos estadounidenses a
México y China, señala que Romney tiene inversiones personales en Suiza,
las Bermudas y las Islas Caimán, y afirma que cuando fue gobernador de
Massachusetts remitió empleos de ese estado a la India.
"Mitt Romney no es la solución. Es el
problema", expone el mensaje al tiempo que se escucha al aspirante
republicano cantando desentonadamente la melodía patriótica "America the
Beautiful".
Romney enfrenta cada vez más presiones de su
propio partido para que sea más explícito con sus finanzas, un día
después de que declaró que no divulgaría sus anteriores declaraciones
fiscales por ingresos, salvo la de 2010 y, antes de que se efectúen las
elecciones de noviembre, su expediente fiscal de 2011.

The
Great Transformation: From the Welfare State to the Imperial Police State

Introduction
The United States
has experienced the biggest political upheaval in its recent history: the
transformation of a burgeoning welfare state into a rapidly expanding, highly
intrusive and deeply entrenched police state, linked to the most developed
technological innovations.
The ‘Great Transformation’ occurred exclusively from above,
organized by the upper echelons of the civil and military bureaucracy under the
direction of the Executive and his National Security Council. The
‘Great Transformation’ was not a single event but a process
of the accumulation of powers, via executive fiats, supported and
approved by compliant Congressional leaders. At no time in the recent and
distant past has this nation witnessed the growth of such repressive powers and
the proliferation of so many policing agencies engaged in so many areas of life
over such a prolonged period of time (a time of virtually no internal mass
dissent). Never has the executive branch of government secured so many
powers to detain, interrogate, kidnap and assassinate its own citizens without
judicial restraint.
Police state dominance is evident in the enormous growth of the domestic
security and military budget, the vast recruitment of security and military personnel, the
accumulation of authoritarian powers curtailing individual and collective
freedoms and the permeation of national cultural and civic life with the almost
religious glorification of the agents and agencies of militarism and the police
state as evidenced at mass sporting and entertainment events.
The drying up of resources for public welfare and services is a direct result
of the dynamic growth of the police state apparatus and military empire. This
could only take place through a sustained direct attack against the welfare
state – in particular against public funding for programs and agencies
promoting the health, education, pensions, income and housing for the middle
and working class.
The Ascendancy of the Police State
Central to the rise of the police state and the consequent decline of the
welfare state have been the series of imperial wars, especially in the Middle East, launched by every President from Bush
(father), Clinton, Bush (son) and Obama. These wars, aimed exclusively
against Muslim countries, were accompanied by a wave of repressive ‘anti-terrorist’
laws and implemented through the rapid build-up of the massive police state
apparatus, known as ‘Homeland Security’.
The
leading
advocates and propagandists of overseas militarism against countries
with large Muslim populations and the imposition of a domestic
police-state have
been dedicated Zionists promoting wars designed to enhance Israel’s
overwhelming power in the Middle East. These American Zionists
(including dual
US-Israeli citizens) secured strategic positions within the US police state apparatus in order to terrify
and repress activists, especially American Muslims and immigrants critical of the
state of Israel.
The events of 9/11//01 served as the detonator for the biggest global
military launch since WWII, and the most pervasive expansion of police
state powers in the history of the United States. The bloody
terror of 9/11/2001 was manipulated to institute a pre-planned agenda –
transforming the US into a police state while launching a decade- long series
of wars in Iraq, Afghanistan, Pakistan, Libya, Somalia, Yemen and, now, Syria
as well as covert proxy wars against Iran and Lebanon. The military
budget exploded and government deficits ballooned while social programs and
welfare were denigrated and dismantled as the ‘Global War on
Terror’ swung into full gear. Programs, designed to maintain or raise
living standards for millions and increase access to services for the poor and
working class, fell victim to ‘9/11’.
As the
wars in the Middle East took center-stage, the US economy tanked. On the domestic
front vital public investment in education, infrastructure, industry and
civilian innovations were slashed. Hundreds of billions of tax payer dollars
flowed into the war zones, paying mercenaries (private contractors), buying off
corrupt puppet regimes and providing a golden opportunity for military
procurement officers and their private contractor-cronies to run up (and
pocket) huge billion dollar cost overruns.
As a result, US military policy vis a vis the Middle East, military
policy, which at one time had been designed to promote American imperial economic
interests, now took on a life of its own: wars and sanctions against
Iraq, Iran, Syria and Libya had undermined profitable oil contracts negotiated
by US multi-nationals while enhancing militarism. Indeed, the Zionist-Israeli
power configuration in the United
States has become far more influential in
directing US Middle East military policy than any combination of Big Oil
– and all to the benefit of Israeli regional power.
Imperial Wars and the Demise of the Welfare State
From the end of World War II to the end of the 1970’s, the US managed
to successfully combine overseas imperial wars with an expanding welfare state
at home. In fact, the last major pieces of welfare legislation
took place during the bloody, costly US-Indo-Chinese war, under Presidents
Lyndon Johnson and Richard Nixon. The economic basis of welfare-militarism was
the powerful industrial-technological foundations of the US war-machine and its dominance
over world markets. Subsequently, the declining competitive position of
the US
in the world-economy and the massive relocation of US-MNC (and their jobs)
overseas strained the ‘marriage’ of domestic welfare and militarism
to the breaking point. Fiscal and trade deficits loomed even as the
demands for welfare and unemployment payments grew in part because of the shift
from stable well-paid manufacturing jobs to low paid-service work. While
the global US economic
position declined, its global military expansion accelerated as a result of the
demise of the Communist regimes in the USSR
and Eastern Europe and the incorporation of
the new regimes of the former Eastern bloc into the US-dominated NATO military
alliance.
The demise of the Communist states led to the end of competing global welfare
systems and allowed capitalists and the imperial state to slash welfare to fund
their massive global military expansion. There was virtually no
opposition from labor: the gradual conversion of Western trade unions into
highly authoritarian organizations run by self-perpetuating millionaire ‘leaders’
and the reduction of trade union membership from 30% of the work force in 1950
to less than 11% by 2012 (with over 91% of private sector workers without any
representation) meant that American workers have been powerless to
organize strikes to protect their jobs, let alone apply political pressure
in defense of public programs and welfare.
Militarism was on the ascendency when President Jimmy Carter launched his
multi-billion dollar ‘secret war’ against the pro-Soviet regime in
Afghanistan and President Ronald Reagan initiated a series of ‘proxy wars’
throughout Central America and Southern Africa and sent the US Marines into the
tiny island of Grenada. Reagan oversaw the escalation of military spending
boasting that he would ‘bankrupt’ the Soviet
Union with a new ‘arms race’. President George Bush,
Sr. invaded Panama and then Iraq, the first of many US invasions in the Middle
East. President Bill Clinton accelerated the military thrust,
along the way slashing public welfare in favor of ‘private workfare’,
bombing and destroying Yugoslavia, bombing and starving Iraq while establishing
colonial enclaves in Northern Iraq and expanding the US military presence
in Somalia and the Persian Gulf.
The constraints on US
militarism imposed by the massive popular anti-Vietnam War movement and the US military defeat by the Vietnamese Communists,
were gradually eroded, as successful short term wars (like Grenada and Panama) undermined the Vietnam
Syndrome –public opposition to militarism. This prepared the American
public for incremental militarism while chipping away at the
welfare system.
If Reagan and Bush built the foundation for the new militarism, Bill Clinton
provided three decisive elements: together with Vice-President Al Gore, Clinton legitimized the
war on welfarism, stigmatizing public assistance and mobilized support
from religious and political leaders in the black community and the AFL-CIO.
Secondly, Clinton was key to the ‘financialization’
of the US
economy, by de-regulating the financial system (repealing the Glass-Steagal Act
of 1933) and appointing Wall Street financiers at the helm of national economic
policy. Thirdly, Clinton appointed leading
Zionists to the key foreign policy positions related to the Middle East, allowing
them to insert Israel’s
military view of reality into strategic decision-making in Washington. Clinton put in place the first series of
repressive police state ‘anti-terrorist’ legislation and expanded
the national prison system. In sum, Bill Clinton’s Middle East war
policies, his ‘financialization’ of the US economy, his ‘war
on terror’, his Zionist orientation towards the Arab world and, above all,
his own ideological anti-welfarism led directly to Bush Junior’s full
scale conversion of the welfare state into the police state .
Exploiting the trauma of 9/11, the Bush and later the Obama regimes nearly tripled
the military budget and launched serial wars against Arab states. The
military budget rose from $359 billion in 2000, to $544 billion in 2004 and
escalated to $903 billion in 2012. Military expenditures financed major foreign
military occupations and colonial administrations in Iraq
and Afghanistan, border wars
in Pakistan and US Special
Forces covert operations (including kidnappings and assassinations) in Yemen, Somalia,
Iran
and seventy-five other countries world-wide.
Meanwhile financial speculation ran rampant, budget deficits ballooned, living
standards plunged, international trade deficits reached record levels and
public debt doubled in fewer than eight years. Multiple imperial wars dragged
on without end; the costs of these wars multiplied while the financial bubble
burst. The contradiction between domestic welfare and militarism
exploded. Finally, the massive roll back of basic social programs for
all American topped the Presidential and legislative agenda.
Previous ‘untouchable programs’ like Social Security, Medicare, the
US Post Office, public sector employment, services to the poor, elderly and
handicapped and food stamps were all put on the butcher’s block. At the
same time the federal government increased its funding of private military and
police contractors (mercenaries) overseas and extended the scope and depth of
US Special Forces clandestine operations. Bush-Obama
vastly increased spending for the military and espionage agents in support
of wildly unpopular, brutal collaborator regimes in Pakistan and Yemen. They funded and armed
foreign mercenaries in Libya,
Syria, Iran, and Somalia. By the first decade
of the new century it had become clear that imperial militarism and domestic
welfarism were in a zero sum game: as imperial wars multiplied,
domestic programs were slashed.
The severity and depth of the cuts to popular domestic welfare programs were
only in part the result of imperial wars; equally important was the huge
increase in the funding for personnel and surveillance technology for the
burgeoning police state at home.
The Origins of the Conversion of the Welfare State to the
Police State
The precipitous decline of the welfare state and the dismantling of social
services, public education and access to affordable health care for the working
and middle classes cannot be explained by the demise of organized labor, nor is
it due to the ‘right-turn’ of the Democratic Party. Two other deep
structural changes loom large as fundamental to the proces: the
transformation of the US economy from a competitive manufacturing economy into
a ‘FIRE’ (finance, insurance and real estate) economy; and
secondly, the rise of a vast police legal-political-administrative state apparatus
engaged in permanent ‘internal warfare’ at home, designed to
sustain and complement permanent imperial warfare abroad.
Agencies and personnel of the police state expanded dramatically during the
first decade of the new century. The police state penetrated
telecommunications systems, patrolled and controlled transport outlets;
dominated judicial procedures and oversaw the major ‘news outlets’,
academic and professional associations. The expanded police state covertly and
overtly entered the private lives of tens of millions of Americans.
The loss to taxpayers in terms of citizen rights and the welfare state has been
staggering.
As the biggest and most intrusive component of the police state apparatus, christened
‘Homeland Security’, grew exponentially, the budget and agencies
providing welfare and public services, health, education and unemployment
shrank. Tens of thousands of domestic spies have been hired and costly
intrusive spyware has been purchased with tax-payer money, while hundreds of
thousands of teachers and public health and social welfare professionals have
lost their jobs.
The
Department of Homeland Security (as of the end of 2011) is composed of
approximately 388,000 employees, including both federal and contracted agents.
Between 2011-2013 the DHS budget of $173 billion has faced no serious
cuts. Homeland Security’s rapid expansion occurred at the expense
of Health and Human Services, education and the Social Security Administration,
which currently face large scale ‘retrenchment’.
Among the top officials, appointed by the Bush, Jr. Administration to key
positions in the police state apparatus, there are two who have been the most
influential in setting policy: Michael Chertoff and Michael Mukasey.
Michael Chertoff headed the Criminal Division of the Justice Department (from
2001 – 2003). During that time he was responsible for the arbitrary
arrest of thousands of US citizens and immigrants of Muslim and South Asian
heritage, who were held incommunicado without charge and subject to physical
and psychological abuse – without a single resident alien or Muslim US citizen
linked to 9/11. In contrast, Chertoff quickly intervened to free scores
of Israeli spy suspects and 5 Israeli Mossad agents who had been witnessed
filming and celebrating the destruction of the World Trade
Center and were under active
investigation by the FBI. More than any other official, Michael Chertoff has
been the chief architect of the ‘Global War on Terror’ –
co-author of the notorious ‘Patriot Act’ which trashed habeas corpus
and other essential components of the US Constitution and Bill of Rights.
As Secretary of Homeland Security from 2005-2009, Chertoff promoted
‘military tribunals’ and organized the vast internal spy network, which
now preys on private US
citizens.
Michael
Mukasey, the Bush-appointed US Attorney General, was an enthusiastic defender
of the Patriot Act, supporting military tribunals, torture and overseas
assassinations of individual suspected of what he called ‘Islamic
terrorism’ without trial.
Both Chertoff and Mukasey are zealous Zionists with longstanding ties to Israel.
Michael Chertoff was believed to hold dual US-Israeli citizenship as he
launched the Administration domestic war on US citizens.
A cursory review of the origins and direction of the police-state apparatus and
the top echelons of the global war on ‘Islamic terrorism’ –
code languages for military imperialism – reveals a disproportionate
number of Israel-Firsters, who placed greater importance on persecuting potential
US critics of the Middle East wars for Israel than in upholding Constitutional
guarantees and the Bill of Rights.
Back in ‘civilian’ life, Michael Chertoff profited greatly
from the bogus ‘War on Terror’ promoting radioactive and degrading
body scanning technology in airports throughout the US and Europe.He established
his own security consulting firm Chertoff Groups (2009) to represent the
manufacturers of surveillance body scanners. Americans can thank Michael
Chertoff every time they pass through the humiliation of an airport body scan.
The fusion of the police state apparatus with the industrial-security complex
and its prominent overseas links with its corporate security counterparts in
the state of Israel,
underscores the imperial state’s ties to the Israeli military
establishment.
As the police state has grown it has created a powerful lobby of high tech surveillance
industry backers and beneficiaries who push federal and state ‘security’
spending at the expense welfare programs.
The police state’s squeeze on social programs, education and welfare has
a powerful ally on Wall Street, which emerged as the dominant sector of US
capital in terms of access to and influence over US Treasury and its budgetary
allocations.
Unlike the manufacturing sector, financial capital does not need a population
of educated, healthy and productive workers. Its own ‘labor
force’ is composed of a small educated elite of speculators, analysts,
traders and brokers at the top and middle levels and a small army of
‘contract’ office sweepers, secretaries and menial workers at
the bottom. They have their own ‘invisible’ army of domestic
servants, cooks, caterers, gardeners and nannies devoid of any ‘Social
Security’, health coverage and pension plans. And the financial
sector has its own private networks of doctors and clinics, schools,
communications systems and messengers, estates and clubs, and security agencies
and body guards; it needs not an educated, skilled public sector; and it
certainly does not want national wealth to support high quality public health
and educational systems. It has no interest in supporting this mass of public
institutions which it views as an obstacle to ‘freeing up’ vast
amounts of public wealth for speculation. In other words, the dominant sector
of capital has no objection to ‘Homeland Security’; indeed it shares
many sentiments with the proponents of the police state and supports the
shrinking the welfare state. It is concerned about lowering taxes on finance
capital and increasing Federal bail-out funds for Wall Street while controlling
the impoverished citizenry.
Conclusion
The conversion of a welfare state to a police state is the result of
militarized imperialism abroad and the ascendancy of finance capital at home,
as well as the proliferation of security state agencies and related private
industries and the strategic role of rightwing Zionists in top positions of the
police state apparatus.
This convergence
of international and domestic structural changes took hold during the 1980’s
and 1990’s and then accelerated during the first decade of the 21st
century. The downgrading of the vast public services of the welfare state
was covered up by a massive government propaganda campaign to promote the ‘global
war on terror’ together with a fabricated widespread domestic
‘terrorist threat’ involving the most hapless of suspects
(including oddball Haitian millenarianists entrapped by FBI agents). The
supporters and beneficiaries of the welfare state found themselves on the
margins of any national debate. The mass media/regime propaganda
campaign demanded and successfully secured massive increases in
centralized powers of domestic policing, surveillance, provocations, disappearances
and arrests. Throughout the past decade what the welfare state lost in
support and funding, the police state gained. The rise of financial
capital and the deregulation of the financial system crowded out any public
subsidies to promote and sustain the competitiveness of the US manufacturing sector. This has
led to a major break in the links between industry, labor and the welfare
state. Huge tax write-offs to big business, combined with the growth in
expenditures for a non-productive police state bureaucracy and the
series of costly overseas wars, has caused unsustainable budget and trade
deficits, which then became the pretext to further savage the welfare state.
Significant political, cultural and ideological shifts have aided the rise of
the police state over the public welfare state. The success of prominent
American Zionists in securing power within key media propaganda mills and obtaining
appointments to critical position in the top echelons of the police state
apparatus, judiciary and in the imperial state bureaucracy (Treasury and State
Department) has put Israel’s colonial interests and its own police-state
apparatus at the center of US politics. The US police state has adopted
Israeli-styled repression targeting US citizens and residents.
US society is now split into two sectors: the ‘winners’ linked
to the expanding and lucrative financial – security complex embedded in
the police state while the ‘losers’, tied to the manufacturing
– welfare sector, are relegated to an increasingly marginalized
‘civil society’. The police state purges dissidents who
question the ‘Israel-First doctrine’ of the US security-military apparatus. The
financial sector, embedded in its own luxurious ‘cocoon’ of private
services, demands the total gutting of public services directed toward the
poor, working and middle classes. The public treasury has been taken over
in order to finance bank bailouts, imperial wars and police state agencies while
paying the bondholders of US
debt.
Social
Security is on target to be privatized. Pensions are to be reduced, delayed
and self-financed. Food stamps, access to affordable health care and
unemployment support will be slashed. The police state cannot pay for glitzy new
repressive technologies, greater policing, more intrusive surveillance, arrests
and prisons while financing the existing welfare state with its vast
educational, health and human services and pension benefits.
In sum, there is no future for social welfare in the United States within its powerful
financial-imperial-police state system. Both major political parties nurture
this system, support serial wars, appeal to the financial elites and debate
over the size, scope and timing for further cuts in social welfare.
The American social welfare system was a product of an earlier phase of US capitalism where US
global industrial supremacy allowed for both military spending and welfare support
and where US
military spending was constrained by the demands of the domestic socio-economic
sectors of manufacturing capital and ‘labor’. In an earlier phase
Zionist influence was based on wealthy individuals and their congressional
‘lobby’ --- they did not occupy key Federal policymaking
positions setting the agendas for war in the Middle East and
domestic police state.
Times have changed for the worse: a police state, linked to militarism
and perpetual imperial wars in the Middle East
has gained ascendancy and now impacts our everyday life. Underlying both the
growth of the police state and the erosion of the welfare state is the rise of
an inter-locking ‘financial-security power elite’, held together by
a common ideology, unprecedented private wealth and the relentless drive
to monopolize the public treasury to the detriment of the vast majority of
Americans. A confrontation and full exposure of all the self-serving
propaganda, which undergirds the power elite is an essential first step. The
enormous budgets for imperial wars are the greatest threat to US welfare. The police state
erodes real public services and undermines social movements. Finance capital pillages
the public treasury demanding bailouts and subsidies for the banks. Israeli
Firsters, in key decision-making positions, serve the interests of a foreign
police state against the interests of the American people. The state of Israel
is the mirror opposite of what we Americans want for ourselves and our children:
a free and independent secular republic without colonial settlements, clerical
racism, and destructive self-serving militarism.
Today the fight to restore the advances in citizens’ welfare established
through public programs of the recent past requires that we transform an entire
structure of power: true welfare reform requires a revolutionary strategy
and, above all, a grass-roots mass movement breaking with the entrenched
‘two party’ regime tied to the financial- imperial- internal
security system.

policía y los militares están para defenderte y cuidar aquello que se es
llamado “Patria”.
Lamentablemente
dentro de nuestra casa no pueden haber niños que se den el lujo de
comportarse como adultos. Pueden soñar o jugar a ser adultos, pero
comportarse o hacer cosas como adultos no está permitido. Por lo que
siempre habrá una mano con un garrote para que sepas bien cual sigue
siendo tu lugar.

humillar a los que están más abajo; y tú, en cambio, chupar las medias
de tu superior.
Tanto
tenemos que ni siquiera entre nosotros pudiéramos humillar a uno de los
nuestros. Somos como una gran familia y no existe aquello de “humillar”
ni “chupar medias”, ya que no existe entre nosotros superiores ni
inferiores. Existe el respeto, como en toda gran familia. Claro que, si

atenerse a la “ley del más fuerte”.

Suele
ser muy gracioso el que les inculques a tus hijos desde temprana edad
la creencia de un tal “viejito pascuero”, “papá noel” o “santa Claus” y
que si se portan bien les habrá de hacer un bonito regalo. Pues bien,
eres tan pequeño para nosotros que también te hemos inculcado la
creencia en un tal “Dios”. Y si te portas bien tendrás el cielo ganado.

producto estrella de nuestro sistema de producción capitalista: la
Democracia.
Increíble
como sigues comprando nuestro producto estrella de la mano de nuestros
representantes que supuestamente están dizque para “representarte”.
Te
vemos cada cierto tiempo fielmente asistiendo a la fiesta de la
Democracia: las elecciones. Sabes en el fondo que no va a cambiar en
nada significante tu vida, pero igual terminas validando con tu voto
secreto el actual status quo con la esperanza de que pueda al fin
cambiar en algo tu patética vida.
¿Qué
haríamos nosotros sin los Grandes Medios de Difusión Masiva? ¿Qué sería
de nosotros si no pudiéramos reinventar los juegos y entretenciones de
nuestros niños? ¿Qué niño no ha soñado con llegar a ser adulto?
La
fiesta de la Democracia siempre será el juego de los adultos para que
los niños cada cierto tiempo se sientan llegar a ser adultos sin llegar a
serlos. Claro que, siempre habrá un niño malcriado que quiera sentirse
como adulto después de la fiesta. A esos también les tenemos su lugar:
la habitación de los castigos; sin televisión ni juegos. Para que
aprendan a estar en el lugar que les corresponde como niños.
Por
tanto haznos caso. No te queremos ni politizado ni ideologizado.
Recuerda que la política y la ideología no son para los niños, es para
la gente grande como nosotros. ¿Por qué crees que nunca hablamos de
política e ideologías contigo? Es más, te hacemos creer que no somos
políticos ni usamos ideologías. Ya sabes la razón ¿no? ¿Nunca te han
enseñado a que nunca te debes meter en las conversaciones de los
adultos? Pues ten mucho cuidado porque ya sabes: está el garrote y está
la habitación del castigo. Lo mejor que puedes hacer o seguir haciendo,
es seguir siendo como un niño normal: jugar y entretenerte junto a tus
pares, jugar a ser adulto como al “papá y la mamá”… Pero no te
preocupes, cada cierto tiempo te daremos el privilegio de jugar con los
adultos, vestidos de niño y con comportamiento infantil. ¿Nos vas a
decir que cada cierto tiempo los adultos no se visten ni comportan como
niños para poder atraerte y puedas jugar a ser adulto? ¿Nunca se han
acercado a ti, de vez en cuando, con regalitos insignificantes para
poder celebrar a lo grande la fiesta de la Democracia?

supuesto combate al narcotráfico y los “viajes ilegibles” son los pretextos
empleados por EEUU para su expansión militar en la región y en el mundo, en

For months now, all over Quebec, the streets have vibrated to the
rhythm of hundreds of thousands of marching feet. What started out as a
movement underground, still stiff with the winter consensus, gathered
new strength in the spring and flowed freely, energizing students,
parents, grandparents, children, and people with and without jobs. The
initial student strike grew into a people’s struggle, while the problem
of tuition fees opened the door to a much deeper malaise – we now face a
political problem that truly affects us all. To find its remedy and
give substance to our vision, let us cast our minds back to the root of
the problem.
The way we see it, direct democracy should be experienced, every
moment of every day. Our own voices ought to be heard in assemblies in
schools, at work, in our neighbourhoods. Our concept of democracy places
the people in permanent charge of politics, and by « the people » we
mean those of us at the base of the pyramid – the foundation of
political legitimacy. This becomes an opportunity for all those who are
never heard. It is a time for women to speak up as equals and to raise
issues that are too often ignored or simply forgotten about. The
democracy we see does not make promises: it goes into action. Our
democracy banishes cynicism, instead of fuelling it. As we have shown
many times over, our democracy brings people together. Each time we take
to the streets and set up picket lines, it is this kind of democracy
that at last breathes free. We are talking about shared, participatory
democracy.
Democracy, as viewed by the other side, is tagged as « representative
» – and we wonder just what it represents. This brand of « democracy »
comes up for air once every four years, for a game of musical chairs.
While elections come and go, decisions remain unchanged, serving the
same interests: those of leaders who prefer the murmurs of lobbyists to
the clanging of pots and pans. Each time the people raises its voice in
discontent, on comes the answer: emergency laws, with riot sticks,
pepper spray, tear gas. When the elite feels threatened, no principle is
sacred, not even those principles they preach: for them, democracy
works only when we, the people keep our mouths shut.
Our view is that truly democratic decisions arise from a shared
space, where men and women are valued. As equals, in these spaces, women
and men can work together to build a society that is dedicated to the
public good.

Every morning this week, Occupy activists have been up early, quietly
placing stickers on the panels of the ‘Boris bikes’, which are
sponsored by Barclays.
The London Interbank Offered Rate (LIBOR) rate fixing scandal is
being described as possibly the biggest fraud in history, affecting
hundreds of trillions of dollars of financial transactions.
Despite being set in London, the LIBOR is the average interest rate
agreed by the world’s largest international banks; it indexes the short
and long term interest rates for ten currencies across the world.
Occupy supporter Liz Beech gave her take on the action: “We’ve been
taken for a ride by Barclays and the Financial Times is reporting that
more banks will be implicated. The apparently mild response by Occupy
London – stickering bikes – should not be understood to underestimate
the gravity of the revelations about LIBOR. Occupiers are recognising
that the corruption is beyond even our imaginings and that all financial
services worldwide should be scrutinised and that all wrongdoing must
be prosecuted with vigour.”
Another Occupy supporter who wished to remain anonymous said: “The
bike stickers are a highly visible way of alerting busy Londoners to the
issue. I went out stickering at 5am on Monday morning. I was warned
that I could possibly be arrested for criminal damage. Really? I mean,
who are the criminals here? Concerned citizens highlighting a huge,
international fraud with stickers which don’t exactly render the
bicycles useless? Or the banks which are bleeding our communities dry?”
Former Chief Executive of Barclays, Bob Diamond, has been forced to
resign and the UK serious fraud squad have launched a criminal
investigation into rate fixing.
Barclays urges customers to “let us know straight away if you
have fallen victim to fraud”. Victims of LIBOR-rigging may wish to call
the Barclays hotline 0845 755 5555.

WILMINGTON, DE. Occupy Delaware’s right to maintain its eight-month
tent occupation at Spencer Plaza has been sustained in a settlement
negotiated by the group’s ACLU attorney Richard Morse with the City of
Wilmington. The settlement is now awaiting approval by and the signature
of Chancery Court Vice Chancellor Sam Glasscock, III. In accordance
with the settlement, the group plans to temporarily suspend its
occupation in September to make way for much needed renovations to the
plaza. According to the group, the City has wasted possibly hundreds of
thousands of dollars in its battles against Occupy Delaware and First
Amendment rights. It calls upon the City “to use the money that it would
have spent on continuing legal action against Occupy Delaware to
instead provide direct grants to local non-profits, especially those
dealing with homelessness and evictions and those addressing
compassionately and wisely the epidemics of drug addiction and violent
crime.”
In agreeing to the settlement, Occupy Delaware has released the following statement:
Occupy Delaware was created in the image of Occupy Wall Street to
redress inequities in the economic and political policies of the United
States under Wall Street control at all government and corporate levels.
It entered an agreement with the City of Wilmington Delaware
recognizing the legitimacy of the occupation of the public space known
as Spencer Plaza as the location for a protest protected by the
constitutional rights of assembly and free speech. Occupy Delaware
intends to continue its efforts to educate the public and voice the
necessary and legitimate demands in the interest of ninety-nine percent
of the population.

SATURDAY July 14, Redwood City, 1 PM - On Bastille
Day, Occupy Redwood City (ORWC) will be rallying at the site of the
county’s newly approved future jail to protest its construction in our
community (location: Maple and Blomquist Streets).
We are proud to be joined by our friends at Occupy San Jose (OSJ) at
this rally and to be standing in solidarity with other groups on the
Peninsula who have already spoken out and led the way in organizing
against the construction of a new county jail in favor of more
cost-efficient and just alternatives that would provide greater
long-term benefits for our county and for low-income communities and
communities of color.
At a recent General Assembly ORWC passed a resolution strongly rejecting the new jail for the following reasons:
- Our county commissioned the Center for Juvenile and Criminal Justice
(CJCJ) to do a study on our inmate population. The CJCJ strongly
recommended that the county at least explore cost-effective,
evidence-based ways to reduce that population before resorting to
building a new jail to combat overcrowding.
- For example, 72% of our inmates have yet to be convicted of a crime
and are being held simply because they don’t have money for bail.
Neighboring counties have adopted innovative programs that allow many of
these people to be released until they have their day in court, and
indeed, the CJCJ recommended alternatives to solve San Mateo County’s
overcrowding problem such as pretrial release, expedited court
processing and transfer, and expanded probation supervision. The Board
of Supervisors rejected all these recommendations in favor of a new
jail.
- Our county is already cutting jobs and services. The new jail will
cost the county $160 million to build and will create a new, annual $44
million operating expense for the county. While state government will
pay a large share of the construction cost, it will not pay for future
operations. A new jail will require more staff, locking in a larger
fraction of the county budget spent on Sheriff’s deputies guarding the
jail instead of on those intervention workers who would go out into
communities to provide health, counseling, safety and other services
that would mitigate the problems that lead to most crime in the first
place.
- Under the recent state “realignment” plans, more low-level offenders
are being held by counties, rather than being sent to state prison.
This is not a bad idea, but it will only lead to truly just outcomes for
these low-level offenders if counties find them alternatives to
incarceration. Unfortunately, as a response to the injustice of mass
incarceration, San Mateo County is just building more jail space, and in
doing so is missing a once-in-a-lifetime opportunity to do the right
thing by creating a more fair and humane justice system.
- As in most other counties across the nation, it is young men from
low-income communities and communities of color on the Peninsula who are
disproportionately incarcerated in San Mateo County jails. We do not
need to spend our public money and go into further debt building more
jails to house people from these communities. The millions of dollars
allotted for this new jail should be going to programs in these
communities instead to provide critical, valuable services.
- Local building trades unions have fought for a new jail in San Mateo
County because they were guaranteed these construction jobs, and as
people who stand in solidarity with the labor movement as a whole we
respect the right of labor to organize for their interests. However, we
think a new jail represents a missed opportunity for our community. A
jail that is projected to be as costly to our county as this one is will
result in chronic budget shortfalls that will require our county to
continue cutting services and to continue laying off good public sector
union workers. We ask our labor sisters and brothers who are advocating
for this jail to consider the harm it will do to other union jobs down
the line, and to work with the county on other projects that will
benefit the entire community, instead of on one construction project
that will cause unnecessary long-term damage.
- ORWC rejects the argument that the new jail will be beneficial to
the community because it will have a focus on rehabilitation, job
training, and other programs to reintegrate inmates into society. We
know that such services are the first thing to get cut during deficit
years and lean budgets, and in light of the $44 million additional
annual operating expense that the jail represents we are not optimistic
that these programs will be permanent fixtures in the new jail. We also
demand that if the county is so concerned about promoting such services,
they can and should be funding them within the communities that need
them before spending millions in public funds building jails to house
these programs.
These are just some of the reasons ORWC will be demonstrating our
opposition to this misguided project, for which the first $16 million
has already been approved, and we hope to stop this senseless
misallocation of our resources. The storming of the Bastille on July 14,
1789 as part of a people’s uprising against the monarchy is now
recognized as the spark that ignited the French Revolution. ORWC will be
speaking out at the new jail site, connecting this past history to our
current culture of incarceration and systematic mistreatment of
low-income people and people of color.
Our prison system is both a moral blight on our society and an
overwhelming economic burden, taking away much needed resources from
schools, health care, and affordable housing. The prison system is
corrupting our society and making us less safe, rather than protecting
us as its proponents claim. It is a system built on fear, racism, and
the exploitation of poverty, and it has no place in a society that
aspires to liberty, justice, and equality for all.
We invite all like-minded people to join us on Saturday and show their opposition to the new jail!

United for a Responsible Budget (CURB), Youth United for Community
Action (YUCA), Silicon Valley De-Bug, ACLU Northern California, and many

La comunidad de Ercilla interpuso este viernes una acción judicial en favor de Segundo
Montoya Levinao, comunero que recibió 9 impactos de balines en el allanamiento
del 7 junio.

En la oportunidad siete mapuche resultaron heridos de diversa
consideración, entre ellos dos menores de edad y el kimche (hombre sabio) de la
comunidad, Venancio Montoya Cheuque ( 78) además del denunciante en la querella, Segundo Montoya Levinao (27)
quien fue detenido y posteriormente formalizado por un presunto maltrato de
obra a Carabineros.
“La querella fue presentada contra la Prefectura de
Malleco por el delito de violencia innecesaria con resultado de lesiones graves
en contra de Segundo Montoya, quien recibió 9 disparos en la parte posterior de
su pierna. Esperamos que la justicia castrense condene a los responsables y se detenga de una vez la violencia policial
contra las comunidades”, dijo a La oPiñon el abogado patrocinante, Nelson
Miranda Urrutia, tras ingresar la querella en la Fiscalía Militar de Angol.
A raíz de los disparos, Montoya Levinao quedó
inmovilizado y debe desplazarse con muletas. De acuerdo al resultado que arrojó
la radiografía, los impactos obedecen a balines metálicos, según confirmaron fuentes
médicas.
“Lo grotesco del caso es que el comunero fue detenido y
formalizado por una presunta agresión a Carabineros, a sabiendas que la
violencia corrió por cuenta de Fuerzas Especiales”, añadió el jurista.
La Fiscalía solicita para Segundo
Montoya 800 días de presidio por un supuesto maltrato de obra a
Carabineros, ocurrido durante el allanamiento del 7 de junio, debido que
cuatro uniformados resultaron lesionados, según afirmó el fiscal Luis
Chamorro en la audiencia de formalización celebrada después del
allananamiento. El juicio simplificado está programado para el martes 17
de junio en el Juzgado de Garantía de Collipulli.
Esta es la segunda querella presentada contra
Carabineros durante la semana. El martes, el lonko de Temucuicui Autónomo,
Víctor Queipul, se querelló por el presunto robo de un caballo, hecho
acontecido en el marco de otro allanamiento.

grandes batallas por la independencia de América, Zepita, Junín y

OHIO'S WAR ON THE MIDDLE CLASS

The Federal Reserve released its
Survey of Consumer Finances
last week. It's a fact filled 80 page report they issue every three
years to provide a financial snapshot of American households. As you can
see from the chart above, the impact of the worldwide financial
collapse has been catastrophic to most of the households in the U.S. A
39% decline in median net worth over a three year time frame is almost
incomprehensible. Even worse, the decline has surely continued for the
average American household through 2012 as home prices have continued to
fall. Median family income plunged by 7.7% over a three year time frame
and has not recovered since the collection of this data 18 months ago.
Even more shocking is the fact that median household income was $48,900
in 2001. Families are making 6.3% less today than they were a decade
ago. These figures are adjusted for inflation using the BLS massaged CPI
figures.
Anyone not under the influence of psychotic drugs
or engaged as a paid shill for the financial oligarchy knows that
inflation is purposely under reported in order to keep the masses
sedated and pacified. The real decline in median household income is in
excess of 20% since 2001. The destruction of the blue collar jobs has
been underway since the early 1970s. And the relentless decline in real
blue collar wages has followed a bumpy downward path for decades. Sadly,
the average person doesn't understand the insidious destruction caused
to their lives by the Federal Reserve generated inflation, as they
actually believe their wages today are higher than they were in 1973. The
reality is the oligarchy has used foreign wage differentials and the
perceived benefits of globalization to ship manufacturing and now
service jobs to Asia while using their captured mainstream media to convince the average American that this has been beneficial to their lives.
Using one of their 15 credit cards to buy cheap
foreign goods made by people who took their jobs was never so easy. I
wonder if the benefits of being able to buy cheap Chinese electronics,
toxic dog food, and slave labor produced igadgets outweighed the $2.3
trillion increase in consumer debt, 27% decline in real wages, 7 million
manufacturing jobs lost since the mid-1970s, 46 million people on food
stamps, $15 trillion increase in the National Debt since 1978, and a
gutted decaying industrial base. Not only have the oligarchs gutted our
industrial base, resulting in enormous job losses among middle aged
industrial workers, but they are now in the process of impoverishing the
youth of this country by sucking them into crushing college debt
with the false promise of decent paying jobs when they graduate with a
degree in feminist studies from the University of Phoenix.
The fabricated mantra that a college education
guarantees a good paying job and a better future is not borne out by the
facts. There are over 4,800 institutions of higher learning in this
country, with only about 50 considered elite. There are another few
hundred top notch institutions, with a few thousand mediocre schools and
hundreds of for profit on-line diploma mills exploiting the easy
Federal government debt to lure millions into their profit scheme of
bilking unemployed naïve middle aged dupes and eventually the American
taxpayer. The average student loan debt per student is $29,000. Student
loan debt outstanding has risen from $200 billion in 2000 to over $1
trillion today. The Federal Government is blowing another bubble. They
are the issuer, regulator and guarantor of these loans. They are making
the loans with teaser rates to the ultimate in subprime borrowers –
students without jobs going for worthless degrees at mediocre schools.
The taxpayer is on the hook for the billions in loses that will surely
follow.
The payoff for this quadrupling of debt has been an
8% real decline in wages for college graduates since 2000. The monetary
policies of the Federal Reserve and bipartisan fiscal policies of our
government have led to this dreadful job market for the middle class.
The mainstream media dutifully reported a few key highlights from the
Federal Reserve report and moved onto more important issues like
Snooki's pregnancy and the octomom's new porno gig. We certainly
couldn't expect business journalists at Bloomberg, CNBC, NYT, or CNN to
actually analyze the data, produce an intelligent dialogue of the
causes, and reach a conclusion that the affluent and influential on Wall
Street and in Washington DC caused the average family in this country
to endure tremendous hardship while the oligarchy plundered and pillaged
the countryside,
stuffing their pockets with ill-gotten gains. E
ach of the ideological camps within the oligarchy
trot out the usual suspects to blame the other ideological camp, while
doing nothing to change the existing paradigm. Krugman and Carville are
assigned the task of blaming Republican policies and dogma for the
demise of the middle class. Obama and his minions already had their
press release prepared, blaming George Bush and claiming the median
family has made tremendous strides since he assumed command in 2009.
Mitt Romney (worth $250 million), whose pocket change exceeds the annual
median household income of $45,800, feels the pain of the average
American family and proposes a tax decrease for billionaires and less
overbearing regulation on the honorable Wall Street banks in order to
help the average family. It's nothing but Kabuki Theater as the
characters play their assigned parts in this elaborate display.
THE GAP BETWEEN THE RICH AND POOR
Gary Wills cuts right to the chase: "Yet while
the rest of the populace was suffering, the rich just got richer. In
2009 and 2010, years in which millions were unable to find work, the top
one percent reaped 93% of the `recovery' income, and corporations are
making more than they ever did. And the Republicans can still pro-pose
even further cuts in the taxes of `job creators' whose only job creation
has been for their own lawyers and lobbyists." What you will not
receive from the corporate mouthpieces in the mainstream media is an
explanation of where the money went, who stole it and why it happened.
The theme from the media is the loss in net worth and decade long
decline in household income was unavoidable and due to circumstances
beyond anyone's control.
This is a false storyline perpetrated by those who
have stolen your money. It's been a bipartisan screw job and it was
initiated by Clinton, Rubin, Gramm and Leach, who deregulated the
banking system in 1999 by repealing the Glass-Steagall Act, but made it
clear the Greenspan Put would always be in place to protect the banks
from their own recklessness, greed and hubris. As a result, Wall Street
could go ahead and take irresponsible financial system destroying risks
in pursuit of vast riches, knowing they could count on the unlimited
checkbook of Uncle Sam if things went south, and that's exactly what
happened. Heads they won, tails you lost. It's good to own the politicians, regulators, and media.
THE TRUE COSTS OF WALL STREET GREED
Dude, Where's My Net Worth? "Sometime
around the year 2010, Xers will hit a hangover mood like that of the
Lost in the early 1930s and the Liberty in the late 1760s: a feeling of
personal exhaustion mixed with a new public seriousness. The members of
this forty- and fiftyish generation will fan out across an unusually
wide distribution of personal outcomes, reminiscent of a night at the
bingo table. A few will be wildly successful, others totally ruined, and
the largest number will have lost a little ground since the days of
Boomer midlife." – Strauss & Howe – Generations – 1991
Neil Howe and Bill Strauss wrote their first generational theory book six years prior to their epic
Fourth Turning
prophecy. It appears they nailed it. Generation X households saw their
net worth crushed, with a 54% loss in three years. The Baby Boomer
households also took a beating in this banker engineered financial
collapse. The Silent generation has survived this downturn relatively
unscathed. Most of the Silents traded down from their primary residence
at or near the top of the housing boom. As Neil Howe points out:
Most
sold or annuitized their financial assets at a much better moment in
the history of the Dow. Even if they didn't, they are more likely than
Boomers or Xers to be getting retirement checks from defined-benefit
corporate or government plans that are unaffected by the market."
The Millenials and late Xers did not lose much
because they didn't have much to lose. Most did not own a house or
stocks. As the economy continues to deteriorate the generational tension
builds. The Silents and Boomers, who vote in large numbers, have not
and will not vote for anyone who attempts to reform our entitlement
system and make it economically viable over the long-term for young
people just entering the job market.This chart paints a long-term
picture of generational inequality that has been going on over the last
three decades. Over three decades the Silent generation has seen their
median real net worth increase by 133%, while GenX has seen their median
real net worth decrease by 55% compared to the same age cohort in 1983.
Only those 55 and over have seen a real improvement in their net worth
over the last 27 years.
Considering this period encompassed a seventeen year
bull market and the GDP grew from $3.5 trillion to $15.7 trillion, a
450% increase, a few bucks should have trickled down to the average
household. Even on an inflation adjusted basis, GDP has risen 125% since
1983. Evidently the economic policies supported by both parties across
decades have not floated all boats – just the yachts. Age is only part
of the equation. Class is the other piece. There is a class war being
waged and the Buffett, Dimon, Blankfein, Romney, Clinton, Koch and the
rest of the ultra-wealthy oligarchs are winning. We are now in the midst
of a
Fourth Turning and the corrupt, dysfunctional,
amoral social order will be swept away before the climax of this Crisis. "Through
the Third Turning and into the initial stages of the Fourth, the Silent
will prosper, Boomers will cope with declining expectations, and
Gen-Xers will get hammered. Throughout history, we have argued,
inequality both by class and by age reaches its apogee entering the
Crisis era. Indeed, part of the historical purpose of the Crisis is to
tear down dysfunctional institutions, vacate positions of entitlement
and privilege, rectify the inequality, and create a tabula rasa on which
the rising generation can build something new." – Neil Howe
The reason for the epic collapse of middle class net worth is quite simple when viewed from a 10,000 foot elevation. The great descent in net worth was primarily due to the bursting of the Federal Reserve created real estate bubble.
The Case Shiller Home Price Index plunged 28% between 2007 and 2010.
The wealth destruction was concentrated among the working middle class
because their homes accounted for the vast majority of their household
net worth. For the wealthy, housing is a fraction of their vast net
worth, while for the lowly poor; homeownership is now only a dream. Of
course, between 2000 and 2007 anyone that could fog a mirror was
encouraged by George Bush, Barney Frank, the National Association of
Realtors,
Alan Greenspan, and Wall Street shills to "own" a
home. With home prices having fallen an additional 7% since 2010, the
middle class has seen a further decline in their net worth. Meanwhile,
Ben Bernanke's ZIRP, QE1, QE2, Operation Twist, and the upcoming
"Operation Screw the Middle Class Again" have succeeded in expanding the
net worth of millionaires, billionaires and the bonuses of Wall Street
bankers, while destroying the fragile finances of little old ladies and
middle class risk adverse savers. Once you dig into the details beneath
the thin veneer of Bernaysian obfuscation, you realize the corporate
mainstream media storyline of middle class decline has a veiled
storyline of a powerful, connected 1%, enriched at the expense of the
middle class.In Part 2 of this three part series I will examine who
stole your net worth and in Part 3 why they stole your net worth. Part 4
will require pitchforks, torches and a guillotine.
