We are pleased to share that UNICEF India, in collaboration with the National Disaster Management Authority (NDMA), will host a two-day Co-Creation Workshop on Strengthening Disability-Inclusive Humanitarian Action through Preparedness in India, scheduled for 4–5 June 2025 at NDMA, New Delhi.
The workshop will bring together key stakeholders, particularly representatives from Organizations of Persons with Disabilities (OPDs), the Disaster Risk Management (DRM) system, civil society organizations, and other partners to:
- Identify opportunities for collaboration between OPDs, CSOs, and DRM systems;
- Co-develop practical solutions and an action plan to bridge systemic gaps in disability-inclusive humanitarian response;
- Foster sustained, inclusive, and meaningful engagement in emergency preparedness and response.
As part of a participatory approach to the workshop, we also plan to convene a virtual pre-workshop discussion to co-create the workshop agenda and introduce key concepts ahead of the in-person workshop. This session is tentatively scheduled for next Thursday/Friday or early the following week, we will share exact details shortly.

To move forward, we propose the following:
- We request all colleagues to carefully review the Terms of Reference (ToR) for the Core Group. As Vaishanvi rightly pointed out, members will need to commit significant time and effort, particularly in developing knowledge products. The scope of work is clearly detailed in the ToR, please find enclosed.
- If you are willing and able to contribute your time and expertise, we invite you to self-nominate by email or via the WhatsApp group by Thursday, 19 June 2025, 12:00 PM.
- Once we have the list of nominations, we will ask the DiDRR Coordination Group on WhatsApp to vote for their preferred representatives. Based on this, we will finalize the names and share them with NDMA.
Please note: We do not wish to directly nominate representatives to NDMA on behalf of the sector. This should be your collective decision, and also the individuals availability and capacity to support - we are here only to facilitate and support the process.
We kindly ask that when voting, you consider:
- Gender-diverse representation
- Youth participation
- Geographic balance
- Thematic expertise
- Representation of diverse disabilities
Lastly, we encourage colleagues to self-nominate only if you are confident you can dedicate the necessary time and effort as outlined in the ToR.

Also, while kicked that for the first time ever, there is an overwhelming South Indian presence, it would be good to find people across geographies. How we do so is something the sector has not cracked till now!

Please find below the details of the voting process for selecting five representatives from the disability sector (OPDs, DPOs, and persons with disabilities) to the NDMA Core Group.
You are kindly requested to cast five votes for your preferred candidates, keeping in mind the importance of ensuring diverse representation, including:
- Gender diversity
- Youth participation
- Geographic balance
- Thematic expertise
- Representation of diverse disabilities
Please note: If, after voting, the final list does not adequately reflect the desired diversity, we will revisit the selections. The final decision will rest with NDMA to ensure balanced representation.
Candidates are kindly requested to ensure they have reviewed the Terms of Reference (ToR) and are willing to commit their time, contribute to developing knowledge products, and help lead the outlined initiatives. If any candidate wishes to withdraw their nomination, please inform us by 2:15 PM today.
The voting process will begin at 2:30 PM and remain open until 5:00 PM.

Dear Aarti,
I would like to formally express my gratitude to each and every one who contributed to the development of a practice-oriented ToR to mitigate the impact of disasters. The document comprehensively covers the preparedness and risk reduction aspects that are critical to humanitarian aid.
In-depth analysis of the crucial links between the enjoyment of human rights and the underpinning international obligations of the Government of India to act upon the implementation of the Sustainable Development Goals will reveal a multitude of intersecting scenarios that may trigger multi-dimensional interventions that extend beyond the scope of this ToR. These interventions may necessitate the optimization of areas of disaster risk reduction engagement.
I am hopeful that we will have ample time for further engagement with cyclical and spiraling processes that are necessary to cross various bioregions and diverse terrains based on the experiences of diverse stakeholders, including individuals with disabilities. I eagerly anticipate collaborating with all of you, regardless of whether I am a member of the core group or not.
