源于《符子》一书。相传周朝有一个人非常糊涂。有一次,他想弄一些美味的祭品来祭祀神灵,所以就去找正在山坡上吃草的羊商量,想借用羊身上的肉。羊听了后,大吃一惊,急忙跑开了。他只好两手空空地回家。后来他又想做一件暖和的皮衣,以便冬天御寒,于是跑去和狐狸商量,想借用狐狸的毛皮。狐狸一听,也吓得跑到深出里去了。后来,人们把上面的故事概括为“与狐谋皮”,表示一种做不到的事情。因为“狐”与“虎”音同又同是动物,它们的毛皮都非常珍贵,所以也把它写成“与虎谋皮”,比喻跟恶人商量要他牺牲自己的利益,那是根本不可能的。
