Just a point of clarification for the upcoming debate - the core of
the issue about release data is the worst-case scenario data
restriction enacted by the Domestic Security Enhancement Act of 2003
(

Domestic_Security_Enhancement_Act_of_2003) which explicitly prohibits
the EPA from releasing worst-case scenario data on chemical plants.
Raw TRI data continues to be released (
http://www.epa.gov/tri/tridata/
indexdata.htm) but no reports on worst-case scenario data are allowed
to be published any longer. The worst-case scenario reports are what
gets targeted for risks to national security (blueprint for
terrorists) but are also some of the strongest motivators for public
action.
