In order to understand what is your issue could you explain me more in detail what your intent is supposed to do?
- how did you create it? what parameters?
- You are saying that the first time you write Portal Cpn it doesn't respond but on second time it works?
- Has this happened always or recently?

Are you using entities or training phrase to detect the intent. May be you are using conv.query to get the user input and then if condition to call the desired event. So Portal CPN, portal CPN and portal cpn,  all are different thing for if condition.  You can add one more line and convert the input into lower case and then match. Also, add one more condition for wrong input and instruct the user for it and manage output context accordingly.
Best way is to use entity and same with training phrases. so that even if user do mistake it can manage the input. Use entity as user input in the fulfillment code.

Not sure if this is the same scenario. lI have seen this issue if you try to match the consumed intent again in the flow. As per Google documentation "Normally, when a route is called due to a matched intent, the intent is consumed. A consumed intent cannot be matched again, unless new end-user input triggers a new intent match."
