Based on my minimal knowledge, from what I can tell, FLIR is the gold standard and has a sensitivity range of .1 degree celsius. They're available on Amazon starting at $499 (
http://a.co/cRnUKy). They also have similar smartphone-only versions for a little under $400.
Seek Thermal has more inexpensive versions, starting at $249, but they only have sensitivity of .5-1 degree celsius which strikes me as not ideal unless you have a really big leak :) (

One idea to consider is requesting a donation from one of the local utilities (We Energies or WPS) since they already fund energy efficiency efforts. If someone has a connection there, it might be worth a try. That said, I'm not sure I'd personally like to wait for however long that will take :)
