Mill drawbar bolt too tight

Last Thursday I found that the drawbar bolt on the mill was excessively tight so I had to strain to unloosen it.  It required several good blows with a 3 lb sledge to loosen the collet.  this is extremely abusive of the machine.  Someone needs training on how tight to make the bolt. It should only be snug, maybe 5 or 10 lbs pull on the end of the wrench!
