I first noticed this behavior yesterday. The only file that had changed yesterday was a note in my QOwnNotes which stores all of its notes in /Notes in my profile. I experimented with removing that note file and replacing it to see if that was the cause. The file could not be downloaded to be viewed, but other Notes worked. I uninstalled and reinstalled the Android app while troubleshooting, and now no files will download, though they are all visible in the folder hierarchy.
This file is currently at 148 extremely long lines. Trying to find the relevant linesis cumbersome due to the amount of garbage that is logged by broken old code that has never been cleaned up. (See issue #34524 for one such example that is polluting this log file.)

Same problem here since Mid April. No changes were made to the App or any user settings. No changes were made on the server side. Also downloaded the latest version of the ownCloud app from Google PlayStore.4.2.1 (a41d1f917).
While I saw the announcement already via the Github issue, that issue appeared to be focused on OCIS. Do you know if this release also resolves the issue with the PHP ownCloud that was corrected with the .htaccess change shared by earlier in this topic?

Hello - I am having the same problem. I am positive my humanitarianresponse URL is correctly entered as are my username and password. The custom server path section is as default - nothing has been changed there. The device is successfully connected to the internet and the auto date/time are on for the device and correct. I have just tried to create another account so we can continue with Kobo. However, when I try to do this via the website, I get a 505 Server Error - could this be connected? Could this be a server issue and not an issue to us specifically?
As a quick check would you mind downloading your project as an xlsform and then upload the same as a new project to see if you are able to get the newly deployed project in your KoBoCollect android app?
Hello Kal, I am facing the same type of difficulty. I deployed a new form from xls on kobo but receive a download fail message when i try to get the blank form from the app. This is the case on all our devices, just for this form.
