----- There should be. There has not been because of the strong anti-
Dalit tilt of the Hindu religion and Nepali society.

*What is the effects of Declaration of Nation Free from Untouchable?

----- Little effect. Mahendra also did that.

----- Yes, absolutely.

*Should be Full Proportional Representative into Political System?

----- Yes, absolutely.

*Can Nepali Dalits take Benefits from Secularism ?

----- Some. But not a whole lot. India has been secular for decades.
But the Dalits are still struggling.

*What is the Effects of Federalism to Nepali Dalit who are Seattle in
Scatter Position Over the Country?

----- That is why you need proportionate reservation.

*Civil Right should be Place as a National Liabilities,It is correct?

------ Correct. People should get sued for engaging in anti-Dalit
discrimination.

*Would be Discrimination to Dalit as a Untouchable Cast by the Nation?
It is True?

------- Yes.

*Land can be or not can be Reform and Distribution Equal to Dalit?

----- Land reform is a must. Too many Dalits are landless.

*Health Insurance must be insured for the Dalit in Constitution,Isn't
it?

----- Yes. But more important would be the implementation. To bring
forth health programs. To build up the medical services.

*Those points can be Include in Constitutionally?

----- Many belong in the constitution. Some belong in party
manifestos, parliamentary bills, and government work programs.

The dalit issue is of absolute importance if Nepal is to be a
democracy in more than just name. Untouchability cannot be eradicated
through laws alone. More importantly, the mind set of traditional-
minded people needs to be changed. No easy task. Massive doses of
behavioral communication need to be infused into the traditional
sections of Nepali society, in urban and especially in village
settings.
Counting on the CA to do anything much on this issue is wishful
thinking. Steps need to be taken immediately - and there should be
plenty of NGOs and INGOs with the required expertise - to actually
initiate a crusade for the rights of Dalits.
