Dear Members,

 

Warm greetings for a very Happy New Year!

 

We are happy to present to you the 106th Decentralization Community Update!

 

First, thank you all for participating in the exercise that we undertook to clean up the database of the Decentralization Community, with your help we have been able to correct and update email IDs, organizational affiliations, contact details all of which play such a big part in the running of this Community of Practice. Needless to add, we were facing some glitches in the smooth functioning of the Decentralization Community and contacting many of the members, which would be resolved now.

 

In the Panchayati Raj arena much of the priority and focus continues to be the Gram Panchayat Development Plan (GPDP) process. The capacity building of elected representatives and all stakeholders in development at the panchayat level remains critical as the funds devolved under the Fourteenth Finance Commission reach the Panchayats. Another component which requires alignment to the local planning priorities is the planning towards the Sustainable Development Goals (SDGs). This is of course not a parallel planning process from the GPDP, but it is also clear that if India is to succeed on the SDGs, the local level is where the action needs to happen! For this to happen a deconstruction of the SDGs as they are applicable at the local level is important. Efforts at this have begun with the Ministry of Panchayati Raj identifying the priority SDGs for the Panchayats and information materials being developed (also with UN support) to create awareness and training on SDGs (some of these may be seen in the Readings section below).

 

For this edition of the Community Update, members have shared many interesting readings and some upcoming events. We look forward to more engagement of members in the new year on community activities and discussions.

Course on Entrepreneurship Business Planning

ILRT announces a course on ‘Entrepreneurship Business Planning’ to be held in Shillong, Meghalaya from 21st to the 25th of February, 2017.The Entrepreneurship Business Planning (EBP) training has been designed keeping in mind two major objectives – one, to train facilitators who will eventually hand-hold grassroots entrepreneurs, and two, to involve real-life entrepreneurs as ‘case studies’ during the training on how to prepare a feasible Business Plan for any given enterprise. This course has been provided to officials of the Meghalaya Basin Development Authority (MBDA), Government officials in Tanzania, and NGOs in Mozambique, Africa. This course has also been offered to real entrepreneurs in cities such as Hyderabad, as well as MBA students.
