What steps will reproduce the problem?
1.Open /Plone/@@theming-controlpanel
2.Click "New theme"
3.Title OR Description Input Non-ASCII
4.Click "Create"
What is the expected output? What do you see instead?

This is a duplicate of: https://dev.plone.org/ticket/13404 which you also
reported. Until the issue is fixed, don't use unicode.
