Can we create a new Medicare user in the sandbox?

We need to generate some user instructions to help our app users create an account using their Medicare card info, but that does not seem to be an option in the sandbox. If we cannot go through the process and grab screen shots or anything, do you have a set of assets we could get with which to document the process?
