I think I know my answer, but would adding the Intel Intrinsics Guide be possible? I don't mind doing the work, but there is no licence defined...

Unfortunately, if there's no license, the content cannot be redistributed. I would suggest contacting Intel to ask them to release their documentation under an open license like CC BY-SA (that allows redistribution, modification, and commercial use, which are the requirements for DevDocs).
