I skimmed briefly the changes you did just two comments:
1) you accidentally commited the change to the config/databases.yml. we can maybe all create a uninformed user with uninformed as the password with access only to the uninformed db. this way we can all work with the same settings
2) the excel_author_id was more meant to store the name of the author who created the content inside the excel, who isnt necessarily the person who uploaded the excel. but i guess that is sort of overboard and so i think its good you removed this additional column
anyways .. i will now try to figure out whats going wrong with Versionable.
