Beta releases moving up two weeks

Hey, all CFEngine contributors!

I just wanted to inform that we will try to make beta packages for new
feature releases two weeks earlier from now on. This means that the
feature freeze will also move, and will now be roughly two months before
the estimated release date, hence around 1st April and 1st October.

This move was done because our experience shows that the beta packages
are the hardest packages to release, since they're typically packed with
new features and significant refactorings. This has often led to beta
packages being late. With two weeks extra we will have more time to fix
issues in the beta so that we can still have one solid month of beta
testing in the community before releasing the final.
