foliage is designed to be used with an unreal Landscape object
which is not a static mesh
you are trying to use a landscape tool on a static mesh
its not meant for that
try a procedural foliage volume instead

About the shadow, you probably should learn a bit more about the foliage tool before using it. Please watch tutorials or read the unreal documentation because shadow, LOD settings and so on have to be set in the settings of the foliage tool.
