Just bought your replacement PCA for a T520. It's telling me (in Portuguese) there's a paper jam. I've checked everything and there is no paper anywhere.

Let's look at the default language first. To change the language of the HP Designjet T520 printer, try the following:

1. With the printer powered up at a ready state: Press the 'wrench icon' 
2. Preferences (Preferências)  
3. Select Language (Selecionar idioma)

I'm unable to get the printer to a ready state. It just keeps saying it has a paper jam.

What happens when you press the Power Button continuously for 15 seconds?

What are the submenu choices?

Can you find the Reset Menu? 
3.1 Restores all the settings of the OOBE (Out Of the Box Experience).

This option will ask for language/country

Ok it's in english now.

I get: Carriage Jam, The print carriage cannot move.

The carriage is seen moving fine and makes a click noise when it hits the paper cutting wheel on the left side.

The error pops up only after the carriage stows itself on the right side of the printer (where I can't access it)

Try removing all the printheads and ink cartridges and power up.

When the carriage moves, but before it locks into the right side, unplug from the wall.
Should be able to remove inks at that point.

Ok same error as before with the print head removed.

Well it's a T520. I actually had a paper jam from one of my students last week. The jam is totally cleared. When reloading the roll (I've 24" and 36" rolls since), it'll align the roll but as soon as it goes to the next step the error message pops back up. It does the same click and situation as Tyler mentioned earlier in this thread. It is frustrating because my students need to print floor plans this week. The kicker is that I can print sheets of paper from the paper tray, but rolls say there is a jam. I cannot for the life of me see one.

If I understand you correctly, you can load a roll of paper on your designjet t520, but when it goes to trim the edge the error message occurs?

I would take a good look at the cutter. To start with, remove it and load the paper. If the paper loads without the error, the cutter may be damaged.
You can operate the printer without a cutter installed. You will need to trim the prints with a knife.
