Is this IE6 or 7?
Does the image in the report appear the same on another PC? Without more
info it's tough to tell if this is PC-specific, related to the image, IE,
etc.
I hope this leads to a resolution (pun sort of intended).

Testing the switch 'Enable automatic image resizing" in IE has the
same result whether on or off.
Reacts the same whether in IE6 or 7.
It happens on every PC I have tested or had tested.
I did get word from DesignBais support that..."The Report Viewer
performing some optimization to make the display process changes the
output. There is not much we can do about this." - DesignBais Support.

If you haven't already done this, put the image on an HTML page that is
completely unrelated to DesignBais. Nothing but HTML, BODY, IMG, /BODY ,
/HTML. Then try a preview on a PC that has never been used with
DesignBais. I suspect when DesignBais has been removed from the equation
that you will get the same results. If that's the case, there must be
something in the image itself, or IE in general is having a problem with
it. For all we know there might be some funky bits from the software that
generated the image, maybe an issue in conversion between raster and
vector, etc.
I would convert the image from/to a GIF/JPEG, or change the resolution to
300DPI. I'd be curious to know if FireFox, Opera, or a Linux browser
exhibit the same issues with print preview of the exact same HTML page
containing that image.
