Care for Kids Reproductive Health Program
Primary Care Coalition (PCC)
The Challenge
The Primary Care Coalition (PCC) seeks to expand access to reproductive health
services for participants enrolled in the Care for Kids healthcare program. As part of
service delivery design, PCC would like to gain a deeper understanding of patient and
parent perspectives to make healthcare access easy and effective.
The Care for Kids program provides primary, specialty, dental, and behavioral
healthcare services to low income, uninsured children in Montgomery County, Maryland.
As part of our ongoing efforts, we aim to broaden these services to include reproductive
healthcare for youth. These services would include family planning counseling, a broad
range of contraceptive methods, including Long-Acting Reversible Contraception
(LARC), and referral to abortion care.
PCC recognizes the importance of understanding the experiences, beliefs, and needs of
both youth and their parents regarding the use of reproductive health services. These
insights are essential for designing a program that supports participants throughout their
reproductive health journey. The program’s long-term goal is to break intergenerational
cycles of poverty by strengthening a Care for Kids model rooted in reproductive justice
while ensuring equitable access to reproductive health services, including family
planning, contraception, and sexual health education.
To support this work, PCC seeks a consultant who can engage patients thoughtfully and
respectfully, gather meaningful insights, and translate those insights into actionable
recommendations that enhance patient experience. The consultant will lead a short-term
research engagement that includes planning, recruitment, interviewing, synthesis, and
reporting, all within a five-week timeframe.
In parallel, PCC is conducting an assessment to understand which health centers will be
available to provide the services. As part of this engagement, the consultant will need to
develop a service blueprint that combines the front stage customer journey with
backstage service delivery (service blueprint) activities.
Target Research Participants
Care for Kids participant and their parents, with a focus on:
• Language diversity: Spanish, English, Portuguese, and Amharic speakers
• Age and experience groups:
• Young adults/youth 12 years or older who had children prior to their 19th birthday
• Youth ages 12 - 18 years old without children

• Parents of youth:
• Parents of young adults/youth 12 years or older who had children prior to their
19th birthday
• Parents of young adults/youth 12 years or older without children
Scope of Work
Proposed activities may include, but are not limited to:
• Development of research methods and a patient recruitment plan
• Recruiting patients with provided resources and contacts
• Issuing patient incentives
• Creation of interview guides and consent materials
• Recruitment and scheduling patient interviews
• Conducting interviews (virtual, phone, or in-person)
• Thematic analysis of interview data with compelling quotes
• Internalizing findings on health center processes and capacity for serving
patients
• Visualization of the end-to-end customer experience journey map for utilizing
reproductive healthcare services (customer journey map example: Journey
Mapping 101 - NN/G )
• Visualization of the service blueprint for accessing utilizing reproductive health
services (service blueprint example: Service Blueprints: Definition - NN/G )
• Developing or updating Adobe Illustrator/InDesign artifacts to advertise the new
services
• Creation of a final report summarizing findings and recommendations for service
delivery design
• Project management and weekly meetings
Deliverables:
• Research methods and patient recruitment plan
• Weekly meeting agendas and minutes with tasks, due dates and responsible
parties
• Interview guide
• Consent form
• Research finding report with customer experience journey map and service
blueprint
• Presentation of findings, service blueprint and customer experience journey map,
and key recommendations for 3 different audiences
Timeframe
• Project Duration: 5 weeks
• Expected Start Date: March 2, 2026.

• Description of approach to patient-centered research and interviewing for the
challenge
• High-level work plan including proposed number of interviews and timeline

• 3 references for work on similar projects
• Cost of services with hours of work required.

• Feasibility and appropriateness of the proposed timeline and budget
• Quality of methodology and deliverables
