Gez has let me know that DCC's draft environmental sustainability strategy has been published and will be discussed at the Place Scrutiny Committee meeting next week.

Deadline for any questions to the committee is noon, this Friday 8 May.

At our last meeting we agreed that a few of us would review the draft strategy - John B agreed to look at the energy section (thanks John).  The various themes are below - absolutely no mention of climate change anywhere.  If anyone has any expertise in any of these areas great if you could have a look at what's proposed and provide some commentary (doesn't have to be before Friday) or queries to submit to the Place committee (before Friday).

From a very quick glance, I don't think there is much we would object to - very motherhood and apple pie stuff - it's what's missing that's the issue, and how they are going to monitor progress as the priority actions are all quite general and vague.

Theme 1: Caring for Derbyshire’s natural environment and landscapes
Theme 2: Using energy, fuel and water efficiently
Theme 3: Supporting clean, secure energy for Derbyshire
Theme 4: Improving air quality
Theme 5: Reducing waste and using resources wisely
Theme 6: Preparing for extreme and adverse weather
Theme 7: Making it easier for people to travel around Derbyshire
Theme 8: Helping people connect with the natural environment

I went back to DCC’s old climate strategy (attached) to compare with this new environmental ‘strategy’. The former is 110pp and includes targets, strategic priorities/actions, adaptation and monitoring and reporting. This contrasts with the current 10pp and non-measurable, non-specific actions.

Karl has already sent two possible questions through. Here are a few more and sure there are lots of other potential questions but need people willing to submit them by noon tomorrow.  Please let me know if you are happy to do that. thanks, Lisa

Theme 2: Using energy, fuel and water efficiently

Karl Q: how will the council measure success in its objective of helping households and businesses  to reduce energy costs?

Theme 3: Supporting clean, secure energy for Derbyshire

Q. How does DCC define clean energy? Does this include any of the following: blue hydrogen (hydrogen from natural gas), fracked gas or nuclear?

Theme 6: Preparing for extreme and adverse weather

Q. What is the Council planning to do in terms of identifying the impact of current and future climate risks and hazards from climate change? Is the Council looking  at the risks and costs of different climate warming scenarios eg 2C, 3C, 4C warming?

Q. As a result of Storm Babet in Oct 2023, over 1,600 properties in Derbyshire were flooded, mostly residential. Due to climate change flooding events are likely to be more severe and more frequent in future. Is the Council planning to look at the potential of Natural Flood Management for the County and the extent to which this can alleviate flood risk?

Theme 7: Making it easier for people to travel around Derbyshire

Q. The aims of this theme are to ‘get around the county safely and conveniently with more sustainable travel choices’. What actions are proposed to tackle the numbers of people killed and seriously injured on Derbyshire’s roads, especially children?  Is the County considering speed reduction measures in residential areas and more School Streets?

Q. Are there any measures or targets for reducing traffic which would help congestion, air quality, carbon emissions, safety and the quality of life. If not, how much more traffic is the Council estimating will be driving on our roads in future?

Karl’s Q: what specific numeric metrics or  performance indicators will the council use to ensure that progress is measured by clear quantifiable outcomes rather than intermediate outputs?

hi all

depressing news to wake up to and all the more reason to redouble our efforts.  We set up as a coalition to get DCC to do more on climate change and we have an opportunity before noon to submit a bunch of questions on their ineffectual non-climate strategy. Noone other than Karl has come forward to offer to do this - and it's not fair to leave it all to Gez to raise questions.  

Karl and I will submit questions and I have listed the remaining ones below if anyone else would like to send one in (or come up with your own).  Don't reply or wait for me  - but let this group know before you send it which one you are choosing to avoid duplication and then send before noon today to

That is a great question. When I read it, it seemed to me there was
nothing to disagree with because it was so vague.

Challenging the vagueness is good.
