I had a productive morning visit to the Portland Development Services permit office and spoke with no less than 5 different folks about our plans.  My main impetus was to get a permit to begin the gravel removal and perform some soil prep work, but I left without submitting the permit application materials.  Here is why:

They convinced me we can get good infiltration if we dig deeper holes for the tests by hand.  AND it will be less hassle for us for dealing with erosion control matters if we roll the gravel removal and soil fluffing into our overall site development app.  This will mean we can avoid things like spreading hay/hydroseeding (lots of unnecessary expense) and save money (that we don't have!).

I got a whole lot of my questions answered and clarified a few things on the integration of the rainwater catchment and stormwater infiltration system.

My next step will be to complete a second round of tests with deeper holes located exactly where I think we should put our infiltration facilities.  Then I will use the approach they recommended to size the infiltration basins with overflows to soakage trenches beneath the paths. 

Also, I learned that all is not doom and gloom on the issue of roof treatment for moss on Waddington Condos.  Certain treatment approaches using zinc and iron are not so toxic for wetland plants that we will use in our infiltration basins...

Once I have finished the tests and properly sized the facilities I will sketch these onto the draft site plan and get this back to Hindi and Angela.  There are a few things Angela has described to me that she would like to have on the site that are not allowed by the city code (e.g. a water feature over the retaining wall at the SE corner of the site).  I will take the best shot at something that I think would work and then we can talk about it more.

Also, we might want to think about losing the 2 driveway access points - according to the Transportation Dept. folks this is OK.  This way we could gain some on-street parking AND some additional planting strip, a portion of which could have some pervious pavers for infrequent delivery of organic amendments for the garden.
