Because the majority of people are idiots. Whether you think its worth picking them up is one thing, but there is no possible way that having chipped gems drop additionally in Hell would have any negative impact on anyone.
Idk if you are troll and you act dumb on purpose but lol to this statement. Use logic thinking dude, if chippeds drops more, what will not drop? Flawless one which 99,999% of player base want. Yeah no negative impact , please switch your brain to on from off.
His solution is simply not a resource-efficient one, as reworking loot drops for a very marginal issue is a lot of work for basically no reward, when a simple cube recipe solves his issue just as well, and is actually likely to be useful to other players.
However, Amn and Sol are of very high value for crafting. Being able to convert Thuls to Amns and Amns to Sols is very useful for lots of recipes, like crafted rings and amulets, socketing, upgrading, etc.
Anyone who has played the game knows that there is a huge bottleneck in rune conversion when you go from Thul to Amn and from Amn to Sol. You will quickly run out of the chipped Topaz and Amethyst needed for these conversions.
Should I aim for crafting recipes? Doing rifts? Bounties? Using blood shards? Going to a higher Torment level? Are there some bosses that are known to have a better drop rate (kind of like Mephisto was in Diablo 2) that I could farm?
Upgrade gear is not a very good term to use in Diablo. Gear upgrades could have multiple meanings. Are you trying to upgrade it by getting a set, just stat upgrades or a specific item? All of these would be valid for "upgrading gear".
When you are looking for a SPECIFIC piece of gear, the fastest way to obtain it is to turn a rare (yellow) item into a legendary of that type through the cube. You can view the cube recipe's by clicking the little book icon in the cube menu.
The best place to upgrade gear is rifts because there is a bonus to legendary drop rates. You should always go to a higher difficulty if your clear speed will remain high. Always go down a level if your clear speed drops to something that is not time efficient.

i mean when i searched perfect drop i just wanted to remove the variance of the items and not a overall the vanilla experience
also when crafting sometimes the result is an older version of the item.

I ran enough bounties to do 200 tries in the cube. Wanted a perfect cold, crit, crit for Tal Rasha. Ended up with a primal with fire and crit, so that it could only be a fire, crit, crit suitable for a DH build or something else. And then before running out of mats I got one that had lower crit, crit values and could roll 20% cold.
So getting a perfect amulet takes time, effort and luck. As said there are other ways to get it apart from a lucky in game drop. Gambling, upgrading rares in cube, which is expensive. Cube recipe 11 is also a possibility but may be better reserved for other items.
Not really, squirts legendary effect is static and it always rolls with CHD, so at best you gain some stats for damage, a weapon can have a substantially greater impact. the practical difference between the worst and the best squirts is massively less than the difference that would make in a weapon.
