In order to get the air canister report from the TCEQ a request for open records has to be filed. Will the city do this or do I need to?
Also, I would still like to know about the city permits for this gas well and for the gas well west of this site which ER is preparing to frac.
I would also like to know which company was performing the frac plugs or if it was ER I would like to know the manufacturer of the frac plugs. At what depth of drilling and what part of the pipeline, the ten year old part or the new horizontal part,  did they lose control of the frac plug and what is to prevent a failure like this from occurring again?  Does ER have any safety record or training in transforming a vertical well to a horizontal well, and if so I would like to know which wells in Denton they have performed this transformation. If Denton did not require a permit for this re-working of the gas well I would like to see that changed in the future.  If a company has been permitted by the RRC to re-work a vertical well into a horizontal well there should be an ordinance requiring a new permit from the city as I do not believe this type of activity should not be grandfather. The argument could be made if I was widen my driveway I would need a new permit and this is such a more benign activity than re-drilling a ten year old pipeline and injection high pressure chemicals down it.  The city should require a permit for any new activity on any gas well site in Denton Texas.
What does the city of Denton plan to do in the future to make sure it’s citizens or not left to speculate and worry about an incident like this in future? I would like to see all new gas well permits put on the gas well administrators site.

We need to know all subcontractors on this well. Who fracked it? I nor any of my contacts have found any specific RRC rules for converting wells from vertical to horizontal. Maybe the city needs their owns rules because it seems this may become a regular event.

Agree, good questions. I want to see more oversight of ER in general and more frequent inspections of all of their facilities. I agree that there should be detailed information on permits and inspections on the gas well Inspections site. I had advocated for this and I hope there will be some changes as they begin to implement the new ordinance and respond to this incident.

The Gas Well Inspections Division is working with the TCEQ to obtain a copy of their air sampling results. The TCEQ estimated four weeks before they will receive the results. In addition, TCEQ stated a concluding report will likely be released towards the end of June. Each of these items will be requested by the City. If you feel any of TCEQ’s information will be helpful to you, please feel free to also request the information from TCEQ. The main line for the Region 4 TCEQ office is 817-588-5800.

 

As I mentioned to you in a previous email, this site was approved (GWP03-0006) on April 18, 2003. In addition, the City issued Fire Permit number 03-083 for the Bradford 1 well. The Smith-Yorlum 7H gas well was originally permitted by the RRC as the Bradford 1 vertical well, but in 2012, EagleRidge Operating, LLC obtained a new RRC permit to recomplete the well with a horizontal profile and change the well name. A City permit is not required to recomplete, re-drill, or deepen an existing well; therefore, we do not have records in addition to Fire Permit number 03-083. Permitting information is available online via our TRAKiT software by utilizing the Public Login, https://www1.cityofdenton.com/eTrakIt2/Login.aspx?type=public. The issued Fire Permit, 03-083, is not included in this system due to the age of the permit. The Gas Well Inspections Division, however, created a tracking permit to log records and inspections in TRAKiT under number 1108-0323. The City’s mapping program contains some gas well data, http://maps.cityofdenton.com/mapviewer/index_flex.aspx. We track drilling and production site details (e.g., site dimensions and boundaries, layout, approval dates, etc.), and log inspection results and specific information for each well and gas well permit (e.g., well name, surface hole location, operator, inspections, permitting dates, etc.) The data management associated with these details is compiled in a spreadsheet and available through TRAKiT, but will be transferred to the mapping program once our department GIS Intern positions are staffed.

 

As for the frac plugs, the well operator of record is EagleRidge. All work performed on the site should be the responsibility of the operator. Manufacturer information is not reviewed by the City.

 

EagleRidge is anticipated to submit a summary report in approximately 2-4 weeks. The summary report may include your requested details regarding depth of drilling and where control of the well was lost. According to preliminary reports, however, it appears EagleRidge concluded drilling and hydraulic fracturing of the well and was performing completion activities.

 

EagleRidge safety records and training are not reviewed by the City. Preliminary research of EagleRidge wells indicated that approximately 10 other wells in the City of Denton were deepened from vertical profile to horizontal profile by EagleRidge.
