Stuffit Pro will do this, Are you running Aladdin's TFI? which appears
to treat Stuffit archives as ordinary folders

This normally happens if you put something in the wastebasket
while the wastebasket is being emptied.
The Finder does this by marking the wastebasket folder as
'busy' while it's emptying the wastebasket. Somehow that bit
has got stuck on your hard disk. Try booting from another disk
and running Disk First Aid and then any other disk utilities
you have.
