Yahoo 451 Resources temporarily unavailable

I've been noticing a lot of 451 errors from Yahoo when sending mail
directly there for various users. Invariably the mail goes through a
while later, although the time to accept is not the same (some go
through on the 5-minute retry, I've seen others take 30 minutes). Is
this some sort of spam avoidance on their part or do they really have
underpowered machines for their user mail?
