Does this work?

I've tried enabling it, but I can't get it to accept connections.

Hi John

You don't tell us what errors or other effects you see.

A good test is to set up an Outlook express identity and report
here any errors that is shows.

Q. Have you set up an account (mailbox name) name and password.

In OE you can set it to show a log of all pop3 protocol (as you
can on WinDis). Looking at the two logs will allow you to debug the
issue.

Are you trying to connect from the same machine the server is running
on? If not, have you selected "Allow POP3 connections from any host"
in the Miscellaneous section of the "Preferences" tab?
