There is a 40K zip file of icons + patch script that you can download
from my site to apply the icons to your own copy of Turnpike.
To use the script you also need to download a freeware resource editor
called "Reshacker", a link to which is also available on my site. (You
don't actually need to familiarise yourself with how to use reshacker,
since it is controlled by my script when called by the supplied batch
file.)
The download includes 19 icons of which 15 are installed by default, and
you can tailor the script to choose just the icons you want to replace.
Full info can be found in the readme.htm file in the zip file.

Presumably, they need to be reinstalled?
Quite why TP can't have a "use alternative icons" option is beyond me;
doubly so from an accessibility point of view.
They don't want to have to train the helpdesk in an entirely different
look and feel?

I did all that, and installed the new icons, including the four not
installed by default: but the one that I most wanted to change - the
wastebasket - remained unchanged. I'm using TP6.01b2 on XP, if that
makes any difference.

Using TP6.01b2 on W98 and I have Shez's wastebasket ok.
I would love to install Shez's excellent icons but I fear about them
creating corruptions in future editions of Turnpike.
I also hope the developers will see the light and incorporate some TP5
style icons back into TP6 soon. The 'mark interesting/unintersting'
area is particularly unclear and fiddly.

Indeed; reliance on colour , as opposed to colour *and* shape is unwise,
bordering in discriminatory.
The RNIB have guidelines on such matters, which ,I am sure, the would
make available to TP's developers. I seem to recall pointing this out to
them, previously.

The usual reason for left-hand pane icons not appearing
(or alternatively, not disappearing after being uninstalled)
is that Windows caches folder and application icons in a file called
ShellIconCache in your Windows directory, but doesn't update it very
often. To force Windows to notice a change of icons you need to delete
the ShellIconCache file, which causes Windows to refetch fresh copies of
the icons from the various applications. (Alternatively, the Windows
utility TweakUI can be used to force the icon cache to be rebuilt,
though I don't know offhand whether this usually works or not.)
