SACRAMENTO, CALIF (CDCAN) [Updated 02/15/09 10:20 AM (Pacific
Time) ] - The State Senate reconvened its floor session at 9:30 AM
Sunday morning after a nearly 7 hour recess that followed a vote on
the State budget earlier this morning just around 2:30 AM that fell 2
votes short. .A second attempt at voting on the budget bill for
2009-2010 fell short, with Sen. Dave Cox voting against it again.
The Senate remains in session however working on other budget related
bills – and with the leadership in both parties hoping to find the
Senate Republican votes to pass the budget.

The Assembly technically stayed in session all through the night,
along with the State Senate – though was in recess, with members
staying near the Assembly floor. Just before 10 AM Assembly Speaker
Karen Bass (Democrat – Los Angeles) announced that the Assembly would
be in recess until 1:00 PM Sunday afternoon when it would reconvene
the floor session.

The Assembly had better luck earlier, passing the bill with mid-year
budget cuts (SBx3 2) by a vote of 64 to 14 earlier Saturday evening
and later – at 2:43 AM on Sunday morning, the main budget bill for the
2009-2010 State Budget year (SBx3 1) by a of 59 to 16. Both those
bills however also needed final approval in the State Senate – where
it remains stalled as of Sunday morning 10:20 AM.

The Assembly earlier passed several budget related bills – called
“trailer bills” that made necessary changes in existing state law to
implement the budget reductions and changes in both the main budget
bill for 2009-2010 and the bill that makes mid-year budget cuts for
2008-2009.

I am familiar with the pitfalls of "super majority" government. The
very reason we are hostage to minority government through the super
majority is the same basic reason the Electoral College cannot be
abolished -- a few special interests can control the debate and
outcome. In the instant context, corporations share an equal footing
with real people because we have foolishly allowed corporation rights
as 'artificial persons'. Good article. Thankis

More and more articles are coming out on the May election. This is
really a "damned if you do and damned if you don't" election. We need
a budget fix that extends as long as possible so we can elect a better
legislature or change some rules, but we don't want our constitution
to be changed in bad ways to do it!

taking a position.
