An appeal to all social activists, writers, journalists and
intellectuals.

We have been publishing a registered fortnightly newspaper
in the name-‘Naagrik- adhikaron ko samarpit’ since ten years . We have
been consistently raising the different social issues through our
newspaper. The newspaper exposes the anti-people policies of the
government. The newspaper propagates progressive ideas and condemns
reactionary thoughts. We oppose the reactionary forces , Indian
expansionism and world imperialism. It is not a declared or
undeclared organ of any party or organization.
The readership of the newspaper includes aware individuals who
can either be political activist or general masses.
On 15th July 2008 we came to know through a complaint from one of
our readers who is resident of district Mau, Uttar Pradesh that he
has been threatened by a person who impersonated himself as C.B.I.
officer. He was termed as antinationalist and terrorist for reading
this news-paper. He was informed by the said person that he is
investigating because Uttarakhand government has demanded details of
Nagrik readers from U.P.
Thereafter information came pouring. We received many phone
calls from different ‘Nagrik’ readers from U.P. that the annual
subscribers (who receive their issues by post) are being threatened
and terrorized by the U.P. intelligence department. Informations in
this regard are still coming. Obviously many of the readers
frightened by these investigations want to end their subscription. We
have come to know that people who are being threatened also include
ex-readers of ‘Nagrik’. It is pertinent to mention here that no one
ever from intelligence department or any other government agencies
contacted the ‘Nagarik’ office since last 10 years , neither they
have come to us recently.
Intelligence department of Uttar Pradesh is threatening the readers
by making allegations of being reader of a maoist , terrorist , anti-
nationalist newspaper. They have been alleged that by reading such
newspaper they are also involved in such anti- nationalist, maoist and
terrorist activities. This indicates that intelligence department of
Uttarakhand is preparing a list of those readers who receive their
issues by post since last several years so that they can be threatened
or repressed whenever needed. Ramnagar is a small kasba(town) of
Uttarakhand where there is a small post office which is just two
hundred mts. away from ‘Nagarik’ office. Inspite of that we never knew
about the ongoing romance between intelligence and the postal
department. What a fantastic co-ordination! See the interesting
domination of Police and Intelligence agencies over different
government agencies. We are quite sure that with the connivance of
postal department and courier agencies the Intelligence department
would have preserved those manuscripts which we have already
destroyed. Now we are waiting for the writers to be subjected.
We have seen that those activists who participate in any kind of
protests against the injustice and atrocities, those cultural
activists and writers who expose this system are often victimized in
this democracy. But the readers, that too the readers of the
newspapers registered by the government, being victimized is perhaps a
new phenomena. God forbid it happens with those viewing it! The
government of our democratic nation, who guarantees the freedom of
expression, is going to do the same. Encircled citizens by highly
alert intelligence and police – this is the world’s largest
democracy.
We, the team of volunteers of ‘Nagrik’,stand against the cold-
blodded repression by this government. We oppose to the government’s
campaign of ruling over ‘sight and mind’ with blow of ‘Sarkari Danda’.
We appeal all the social activists, journalists and intellectuals to
solicit their support in our this campaign. This is not the isolated
issue of reader of any specific newspaper but it concerns government’s
policy with regard to any people-oriented newspaper and its readers.
We hope that we will win this fight of rights and freedom.
