Following on last year’s discussion about IMAS EOD L3 training, this organisation is looking at a date of 6th June for an EOD level 3 course.  Contact Aidan at Aidan...@issee.co.uk if interested. I have no idea what it costs or who is conducting the training (hope it’s not an old sapper with prodder in hand) so this is not an endorsement, just information about a course in UK that offers recognised qualifications.

EOD 3 – Explosive Ordnance Disposal Level 3 (Operator/Supervisor)

This 15 day course is for EOD Operators who have formally completed a recognised EOD 2 course of instruction and who have then gained at least 18 months experience working in the field of EOD or have been recommended by a competent authority.

This course has been specifically constructed to meet not only the International Mine Action Standards, but also the European Union EOD competency standards. On completion of this course the student will be able to supervise and manage the explosives clearance of remediation sites as well as other EOD related operational activities. This course is accredited by City and Guilds of London Institute and provides an academic recognition.

STUDENT GROUPS

Government agencies who want to formalise their staff qualifications for competency and duty of care purposes.

  • NGOs – involved in EOD related activities.
  • UN staff involved in Humanitarian activities.
  • Military personnel – serving and retired
  • Law Enforcement – serving and retired

QUALIFICATIONS ACHIEVED

On successful completion of the course the student will receive ISSEE and City & Guilds certification.

PRE ATTENDANCE REQUIREMENTS

Students will have either completed the ISSEE EOD Level 2 course or will have demonstrated relevant prior learning. The student must be conversant in English Language.

CONTENT

To instruct the student in the following:

  • To introduce basic management requirements for staff employed as project managers etc.
  • To plan and co-ordinate Explosive Ordnance Reconnaissance (EOR).
  • Requirements for the planning and running of EOD/MA projects.
  • To be familiar with EOD incident categories.
  • To undertake stock pile destruction in a safe and competent manner.
  • To undertake the render safe procedures of UXO.

Aligned to NOS QUs: 12.1, 12.2, 13.2, 13.5, 13.13a, 13.15

It has been pointed out to me by a trainer I respect that 15 days is not nearly enough to cover the bases properly – even when trainees have good level 2 experience. You would need more than twice that to prepare someone for the responsibilities properly – including field assessments, etc. This confirms my view that experience is always more valuable than bits of paper (lazy of me, perhaps, but then I am old you know).
 
Incidentally, the shortest EOD-3 course I have experience of was held over five short days last year – including the last day which was largely party time. I blew the whistle on that – and got slated for my pains, of course. But be aware that there are some certificates out there that really do not mean a lot. (They did listen, so I am not about to name them.)
 
This industry really does need an authority with leadership skills – including being flexible enough to start where we are and move forward with a sensible, PRACTICAL training requirement. Come on GiHAD – stop being a “facilitator” and do something worthwhile with all the support you still get.
