In the "Status" panel of a torrent, the field "Down Speed:" shows the
total uploaded amount and the "Uploaded:" field shows the download speed.

I only signed up to create a bug report, but it is this bug. I see that
the Milestone reads "needs verified", so perhaps my comment here can be
considered some verification?

I'm using:
Deluge 2.0.3-2-201906121747-ubuntu18.04.1

and can verify that the GTK UI shows "Down Speed" and "Uploaded" with
their data swapped, as described by the original bug reporter.
