Change "Next Announce" Value

hello
I have a problem
Some torrents [private torrents] don't start downloading after they add to deluge

and it takes 30 minutes for such torrent to get announced again and start downloading
but
I want to change 'NEXT ANNOUNCE'  value to 1 min even less [by default deluge does it every 30 minutes]

How I can Imply such option in deluge settings? [how I can Announce more frequently?]

centOS 7.xx final x64/32


This has become a real problem ,I download almost all daily tv/movie stuff and in peak time ,it gets accumulated and will cause serious delay even restart server when reaches to over 200 GB active torrent

when I am awake I click "Update Tracker" manually and it starts downloading
but when I am not there , it takes 30 Minutes to run "Announce" command and That's issue

is there any trick or settings to run Announce , more frequently?
or
run ''Update Tracker'' every 1-2 minutes?
