There seems to be something seriously wrong with controlling the size of
the "Read Cache".
After just few minutes of running the cache size is: ~650000 (and staying
there)
my User settings is:
Cache size 512 (blocks)
expire time: 30 seconds.

As far ad I can tell, Deluge starts by using the "User setting" but all of
a sudden it goes wild and end at ~65000 (max addressable?)
OS: Ubuntu 16.04
